About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (CUI) document dated March 2026 for a sole source procurement.
The Air Force Test Center (AFTC), Directorate of Contracting, Installation Contracting Division at Edwards AFB, CA is seeking to award a sole source, firm-fixed-price contract to Wraith Systems for the procurement of Wraith Systems Maintenance renewal and technical refresh program. The contract will provide extended warranty coverage and maintenance services for 15 HOTAS (Hands On Throttle And Stick) units that currently lack warranty protection. Under the agreement, Wraith Systems will repair or replace hardware units damaged during normal operational use with new or certified refurbished OEM parts, and will apply essential firmware and software updates to units as they cycle through the repair facility. The procurement is justified under 10 U.S.C. 3204(a)(1) based on the determination that only one responsible source exists and no other supplies or services will satisfy agency requirements. Market research confirmed that Wraith Systems is the sole manufacturer of the Desktop HOTAS system software with no authorized resellers currently available. The acquisition value is less than $10M. The Contracting Officer (Jamil Minosa, TSgt, USAF) is responsible for determining that the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4. Future acquisitions will include continuous market research efforts to determine whether competitive alternatives become available.
