About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition document for a sole-source acquisition valued under $10 million.
The Air Force is procuring a software upgrade and maintenance for Tactical Data Link Studios (TDLS) and WinIDM from Aeronix Inc. The specific items required are: (1) P/N AE404226-001, Tactical Data Links Studio (TDLS), Qty 1; (2) P/N AE404226-MAIN, Tactical Data Links Studio (TDLS) Maintenance, Qty 1; and (3) P/N AE400378-MAIN, WinIDM Maintenance, Qty 1. The justification is based on 10 U.S.C. 3204(a)(1), which permits sole-source acquisition when only one responsible source and no other supplies or services will satisfy agency requirements. According to the document, Aeronix's proprietary software is the only solution capable of meeting the Air Force's needs for integrating with existing legacy systems without extensive modifications. The integrated market analysis confirmed that Aeronix is the sole developer of the proprietary TDLS software and does not have authorized resellers, with no alternative commercial products available. A pre-solicitation notice will be posted on SAM for no more than 15 days in accordance with IAW RFO 5,101(a). The Air Force has previously purchased the old software from Aeronix under contract FA930220P0007. The Contracting Officer is responsible for determining fair and reasonable pricing in accordance with RFO Subpart 15.4.
