About this file

This Statement of Objectives (SOO) outlines a firm-fixed-price contract for implementing a multi-level security (MLS) network system for the 412th Test Engineering Group's Flight Test Engineering Lab (FTEL) Sensitive Compartmented Information Facility (SCIF) at Edwards Air Force Base. The project requires designing and installing a Trusted Thin Client (TTC) topology that supports access to six Top Secret and Below Interoperability (TSABI) networks for up to 50 users, utilizing a Zero Trust architecture approved by the NSA.

The vendor must provide hardware including Cisco switches, Juniper routers, Everfox Forcepoint Distribution Consoles, 10zig Trusted Thin Clients, and associated networking equipment. Key deliverables include system design documents, technical reports, risk management documentation, training materials, and cybersecurity documentation. The project involves tasks such as system architecture design, onsite implementation, testing, training for up to five administrators, and supporting the assessment and authorization (A&A) process. The contract requires comprehensive documentation, installation of two distribution console servers, and deployment of 80 TTC endpoints, with an implementation timeline focused on creating a centralized Virtual Desktop Infrastructure that eliminates endpoint vulnerabilities.

SOO FTEL Network MLS v4

1.0 INTRODUCTION

The 412th Test Wing installed a state-of-the-art Flight Test Engineering Lab (FTEL) on Edwards AFB in 2024. The FTEL is designed to improve the testing and integration of critical systems in the areas of Electro Optics/Infrared (EO/IR) sensors, long-range kill chain data link capabilities, and the development of digital twin tools that accelerate the creation of future combat capabilities. This new facility will enable the Air Force to push the boundaries of modern warfare, ensuring the U.S. maintains its technological edge.

This requirement is being established to populate a new a comprehensive network design to meet the customer's leveraged requirements for 18 different networks all while reducing physical footprint, power consumption, cooling and manpower workload.

2.0 PURPOSE

This Statement of Objectives (SOO) for a firm-fixed-price (FFP) contract defines the scope of work to be performed in support of a Trusted Thin Client (TTC) topology implementation for the 412 Test Engineering Group (TENG), FTEL Sensitive Compartmented Information Facility (SCIF), Building 2710. The scope of this project is to provide network multi-level security, for the new 20,000 square foot SCIF of the FTEL building at Edwards Air Force Base, CA.

3.0 SCOPE

The vendor shall provide all labor, travel, materials, tools, equipment, vehicles, facilities, supervision, other items and support necessary to execute this contract. The technical scope of work is described as follows:

· System Design and Procurement - The objectives of these requirements are to design the MLS system and acquire all hardware and software required for the integrated solution.

· System Installation, Training, and Turn-over - The objective of this requirement is to install and configure the integrated solution, provide on-site training for Edwards AFB staff, and ensure a smooth transition and turn-over for operations.

· Assist with Certification per the System Design - The objective for this requirement is to provide initial documentation for the assessment and authorization of the integrated solution to meet the "Raise the Bar" security requirements.

3.1 Description

The 412 TENG FTEL requires a multi-level security (MLS) system. The EverFox ForcePoint distribution console will be the focal point of the integrated solution and with the implementation of the Trusted Thin Client (TTC) multilevel access solution. This system shall support access to six (6) Top Secret and Below Interoperability (TSABI) networks for up to a threshold of fifty (50) users.

The system shall be designed to provide access to a centralized Virtual Desktop Infrastructure. This complies with the Industry "Zero Trust" architecture and is approved by the NSA to allow access to multiple differing classification networks concurrently. Zero Trust moves the security boundary from the endpoint (user workstation) to a centralized Virtual Desktop Infrastructure. There is zero compute, storage or Operating System at the endpoint, removing endpoint vulnerabilities. This also allows a dynamic reappropriation of network access based on what the room is classified at, who is in the room, and which room one is in.

Technical Summary:

· TTC shall be configured to provide connectivity to virtual applications or desktops hosted within a virtualized environment (e.g. Virtual Desktop Infrastructure) located on each network.

· The vendor shall provide installation, training, and assessment and authorization (A&A) support for a threshold of two (2) TTC servers at Edwards AFB, California.

Hardware/Software Summary:

· A threshold of two (2) Distribution Console (DC) servers should be included with this effort.

The data networks shall be at least 10 Gb Ethernet, with each DC server having a threshold of six (6) quad port and two (2) dual port 10 Gb fiber NICs (includes SR SFPs with LC connectors).
