About this file

This document is a Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items for a federal contract opportunity.

The Air Force Test Center (AFTC) plans to award a sole-source, firm-fixed-price contract to Tactical Communications Group, LLC (TCG) to upgrade the Battlefield Operations Support System (BOSS) software. The BOSS software is used to support testing of J-series messages associated with Link 16 and JREAP-A & C protocols. TCG is the developer and sole-source provider of the proprietary BOSS software, which is currently in use and operational at Edwards Air Force Base. The justification cites FAR 6.302-1(a)(2)(iii)(A) as the authority for other than full and open competition, as no other sources can provide the required highly specialized services without substantial duplication of cost to the government. The contracting officer has determined the proposed price is fair and reasonable. The government will publish a notice of this intended sole-source award on SAM.gov for 15 days to allow for any potential sources to express interest, but does not anticipate any other qualified offerors.
