Single Source Justification (Simplified Acquisition)

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 628th Contracting Squadron

Project/Program Name: Lodging for Alert Crew Force - Inns of Charleston

Purchase Request / Local ID Number: F1M1G19255AW01

Estimated Contract Cost (including Options): $105,840.00

The 437th Operations Group requires 27 rooms at the Inns of Charleston located on Joint Base Charleston.

IAW JBC OPORD 00-7 provides Joint Base Charleston organizations with the direction for the establishment and maintenance of a C-17A contingency Alert Force crew . The purpose is to ensure quick reaction checklist (QRC) will be used to facilitate a . In addition, the 437 AW is tasked to provide Their primary duty is to support the CJCS alert mission. Due to short-notice changes, short response time required to be on-site for the mission, and the required stand alert rest periods Crew members are directed to stay on base IAW the JBC OPORD 00-7. The Inns of Charleston is the nearest and most acceptable lodging option for alert crew members while the permanent lodging facility undergoes a mold abatement project.

The Inns of Charleston is the only lodging on base and no other contractors can meet this requirement. This requirement can not be met by lodging outside of JB CHS- Air Base. This is due to off base hotels lacking the required proximity to meet the Alert Force crew response time or availability ( rooms) needed to meet the Alert Force number of personnel. Hotels in the local area exist and are within reporting requirement; however, they are unable to provide 24/7 lodging for rooms for an unknown period of time. Lodging for the air crew members is necessary until B248 is repaired and until the mold abatement project is complete.

The 437th AW will conduct market research to seek alternate lodging locations for future requirements that meet proximity requirements (IAW JBC OPORD 00-7), availability of the number of rooms needed, and duration of stay for crew members.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
