About this file
This is a Questions and Answers document for a Sources Sought notice regarding the Mystic Star Communications Management System (MSCMS) Maintenance and Sustainment Services opportunity (F1D308) for the Department of the Air Force's 316th Contracting Squadron. The Q&A reveals that this is a recompete of contract FA873215D0047/FA3860F0010, currently held by Raytheon Company as a large business incumbent.
Key details include that all work must be performed on-site, with no hybrid work model permitted. Personnel must have Top Secret clearance prior to starting work (no facility clearance sponsorship available), though SCI/polygraph is not required. The government owns all documentation, software, equipment, and IP. The contractor will be responsible for any migration work over the contract lifecycle. While the current contract performance is deemed sufficient, the government is still considering whether to allow a 60-day Initial/Full Operational Capability transition period.
