27 February 2018 Combined Synopsis/Solicitation Request for Quote (RFQ) – Cultural Advisor This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
This solicitation is issued as a request for quotation IAW FAR Part 12 and 13. Submit written quotes in reference to Request for Quote (RFQ) reference number F1AEW183030100-02.
This requirement is being solicited as a Full & Open competitive acquisition.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, Effective 19 January 2017. Defense Federal Acquisition Regulation DPN 20161222, Effective 22-December-2016, Air Force Federal Acquisition Regulation AFAC 2017-0127, Effective 27-January-2017.

****QUESTIONS AND ANSWERS****
All initial questions pertaining to this project/solicitation shall be submitted to the POC above by 6:00pm EST on 1 Mar 2017. A response will be provided to the vendor as answers are made available. A compiled list of questions and answers will be emailed to all vendors who have been sent the solicitation soon thereafter.
CLAUSE INCORPORATED BY FULL TEXT:
Addendum to 52.212-1, Instructions to Offerors: QUOTE SPECIFICS:
1: Quote shall include: Price Quotation as follows:
a) Contractor’s Unit and Total Price relating to the service.
b) Discount for prompt payment – if any
c) A copy of all certificates and qualifications for each Field Service Representative to be used on the project.
2. Company Point of Contact with name, address, email address, and telephone number.
3. Quotes must be valid for a period of no less than 60 days.
4. Offerors must include a completed copy of 52.212-3 Offeror Representations and Certifications
-- Commercial Items, with its offer, unless a completed copy can be found in the vendor’s SAM profile.
TECHINCAL CAPABILITY SPECIFICS:
1: Technical Capability proof that shall be submitted with proposal include:
a) Record of a minimum of 10 years’ experience as a cultural advisor and/or interpreter.
b) Certificate or proof of a proficiency of 3+ in both Modern Standard Arabic and English from the Interagency Roundtable (ILR) or Defense Language proficiency Test (DLPT) equivalent.
c) Proof of personnel having a Department of Defense (DOD) approved “SECRET” security clearance.
d) Proof of company having a Department of Defense (DOD) approved “SECRET” Facility clearance.
(End of Provision) Addendum to 52.212-2, Evaluation of Quotes:
In accordance with FAR 12.602(a) and FAR 13.106-2, the following is provided:
EVALUATION
(a) The Government intends to award a contract resulting from this Request for Quotation (RFQ) to the vendor whose quotation conforms to the solicitation and is considered technically acceptable to the Government, price and other factors considered. The following factors shall be used to evaluate quotations:
1. Technical Capability
2. Price Quotation
(b) Basis of Award: The award will be made to the vendor whose quotation represents the lowest price technically acceptable to the government. As allowed by FAR 13.106-2(b)(1), the Lowest Price Technically Acceptable (LPTA) selection process shall be applied. Award will be made to the vendor who is deemed responsible and responsive, and represents the best value to the government based on selection of the lowest evaluated price that is deemed technically acceptable.
To be eligible for award, a quotation must meet all technical requirements, conform to all required terms and conditions, and provide all information requested. The technical area will be evaluated on an “acceptable” or “unacceptable” basis. If the quotation received is determined to be “unacceptable” in any of the Sub factors, the vendor will receive an overall “unacceptable” technical rating. The vendor will then be excluded from competition and will not be considered for award. Award will be made to the lowest priced quote that is also determined “technically acceptable” in all sub factors.

****AVAILABILITY OF FUNDS****
“This requirement is subject to the availability of funds in accordance with FAR 5332.703-2, Contract Funding and AFFAR Mandatory Procedure (MP) 52332.7, Contract Funding. Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”

FAR 52.252-1: Solicitation Provisions Incorporated by Reference (Feb 1998)
This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The Vendor is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Information Regarding Responsibility Matters (Jul 2013)
(a) Definitions. As used in this provision—
“Administrative proceeding” means a non-judicial process that is adjudicatory in nature in order to make a determination of fault or liability (e.g., Securities and Exchange Commission Administrative Proceedings, Civilian Board of Contract Appeals Proceedings, and Armed Services Board of Contract Appeals Proceedings). This includes administrative proceeding at the Federal and State level but only in connection with performance of a Federal contract or grant. It does not include agency actions such as contract audits, site visits, corrective plans, or inspection of deliverables.
“Federal contracts and grants with total value greater than $10,000,000” means—
(1) The total value of all current, active contracts and grants, including all priced options; and
(2) The total value of all current, active orders including all priced options under indefinite-delivery, indefinite-quantity, 8(a), or requirements contracts (including task and delivery and multiple-award Schedules).
“Principal” means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager; head of a division or business segment; and similar positions).
(b) The offeror [_] has [_] does not have current active Federal contracts and grants with total value greater than $10,000,000.
(c) If the offeror checked “has” in paragraph (b) of this provision, the offeror represents, by submission of this offer, that the information it has entered in the Federal Awardee Performance and Integrity Information System (FAPIIS) is current, accurate, and complete as of the date of submission of this offer with regard to the following information:
(1) Whether the offeror, and/or any of its principals, has or has not, within the last five years, in connection with the award to or performance by the offeror of a Federal contract or grant, been the subject of a proceeding, at the Federal or State level that resulted in any of the following dispositions:
(i) In a criminal proceeding, a conviction.
(ii) In a civil proceeding, a finding of fault and liability that results in the payment of a monetary fine, penalty, reimbursement, restitution, or damages of $5,000 or more.
(iii) In an administrative proceeding, a finding of fault and liability that results in—
(A) The payment of a monetary fine or penalty of $5,000 or more; or
(B) The payment of a reimbursement, restitution, or damages in excess of $100,000.
(iv) In a criminal, civil, or administrative proceeding, a disposition of the matter by consent or compromise with an acknowledgment of fault by the Contractor if the proceeding could have led to any of the outcomes specified in paragraphs (c)(1)(i), (c)(1)(ii), or (c)(1)(iii) of this provision.
(2) If the offeror has been involved in the last five years in any of the occurrences listed in (c)(1) of this provision, whether the offeror has provided the requested information with regard to each occurrence.
(d) The offeror shall post the information in paragraphs (c)(1)(i) through (c)(1)(iv) of this provision in FAPIIS as required through maintaining an active registration in the System for Award Management database via https://www.acquisition.gov (see 52.204-7).

52.225-14 INCONSISTENCY BETWEEN ENGLISH VERSION AND
FEB 2000 TRANSLATION OF CONTRACT
In the event of inconsistency between any terms of this contract and any translation thereof into another language, the English language meaning shall control.
252.225-7031 SECONDARY ARAB BOYCOTT OF ISRAEL
APR 2003
(a) Definitions. As used in this provision—
(1) “Foreign person” means any person (including any individual, partnership, corporation, or other form of association) other than a United States person.
(2) “United States person” is defined in 50 U.S.C. App. 2415(2) and means—
(i) Any United States resident or national (other than an individual resident outside the United States who is employed by other than a United States person);
(ii) Any domestic concern (including any permanent domestic establishment of any foreign concern); and
(iii) Any foreign subsidiary or affiliate (including any permanent foreign establishment) of any domestic concern that is controlled in fact by such domestic concern.
(b) Certification. If the offeror is a foreign person, the offeror certifies, by submission of an offer, that it—
(1) Does not comply with the Secondary Arab Boycott of Israel; and
(2) Is not taking or knowingly agreeing to take any action, with respect to the Secondary Boycott of Israel by Arab countries, which 50 U.S.C. App. 2407(a) prohibits a United States person from taking.
252.225-7041 CORRESPONDENCE IN ENGLISH JUN 1997
The Contractor shall ensure that all contract correspondence that is addressed to the United States Government is submitted in English or with an English translation.
52.216-1 TYPE OF CONTRACT APR 1984
The Government intends to award a Firm-Fixed Price contract resulting from this solicitation.
AFFARS 5352.225-9004 - Submission of Offers in Other than United States Currency (JUN 2006)
(a) Offers may be submitted in United States dollars or the currency accepted at the place of performance. (b) All offers shall be evaluated for determination of contract award by converting all foreign currencies to equivalent United States dollars by using the Foreign Currency Fluctuation Defense (FCFD) budget rate for the applicable currency in effect on the date set for the receipt of initial proposals. (c) When a "Final Proposal Revision" is requested and received, in accordance with the applicable solicitation's terms and conditions, offers shall be evaluated by converting all foreign currencies to equivalent United States dollars by using the Foreign Currency Fluctuation Defense (FCFD) budget rate for the applicable currency in effect on the date set for the receipt of initial proposals.

AFFARS 5352.201-9101 -- Ombudsman (APR 2014)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
