About this file
This document is a Questions and Answers (Q&A) file related to an HVAC chiller improvements project for the Florida Department of Transportation (FDOT) at their headquarters facility. The project involves replacement of ductwork, insulation, diffusers, and ceiling tiles throughout the building, with work organized in phases affecting one floor at a time. The scope includes installation of new chillers, air handlers, VAV boxes, piping, electrical infrastructure, and integration into the existing Building Automation System (BAS) managed by ABC Controls. The project is structured as a base bid (already completed under a previous contract) with multiple additive alternates representing the primary scope of work, each considered a standalone complete installation. Bidders are required to assume responsibility for all demolition, disposal, concrete restoration, crane operations, rigging, traffic control, utility locates, and testing and balancing of the HVAC systems. A second site visit was approved to allow bidders to verify existing conditions before the bid deadline. The building will remain operational during construction, requiring air scrubber use to maintain air quality; FDOT will vacate work areas floor by floor and remove personnel items, though cubicles will remain and contractors must stage materials around them.
Pricing terms, funding sources, and specific contract duration details are not addressed in this Q&A document. However, the project allows for schedule extensions based on documented manufacturer delivery delays for major equipment beyond the contractor's control, provided justification is submitted. The contractor bears full responsibility for determining crane size and lifting requirements, and no set-asides are identified in this file. Key technical clarifications address concrete demolition limits, existing infrastructure specifications (electrical panels, roofing warranty requirements, existing roof curb adapters), equipment substitution procedures, and the integration of new systems into the existing BAS, with most detailed specifications and site plans to be provided to the awarded contractor at or before the pre-construction meeting.
