RESPONSES TO BIDDER QUESTIONS/ RFP Solicitation No. F19R010018

RFI QUESTION RESPONDENT RESPONSE

1 Given the complexities of this project and the specific information requested in the technical proposal, we respectfully request an extension to the due date to allow proposals to be submitted during the week of July 8, 2019.

SI

The bid date is extended to June 28, 2019 at 3:00 pm.

Please consider extending the due date for RFIs, to allow additional time to review the drawings and specifications.

SI

The Smithsonian reserves the right to answer any relevant questions submitted after the due date.

2 Please reconsider the bid date. SI Please see above.

Who is responsible for moving the artifacts? SI The artifacts are not to be moved.

Section 0000-8 Paragraph 15.1.1 states that interior work hours are from 6 am - 930 am.

Paragraph 15.3 states that the contractor will reimburse the SI for security outside the the stated work hours. What will be the hourly rate for reimbursement costs? How many security personnel will be required for work outside the specified hours?

HCA

The current overtime hourly rate ($40.00) is provided in paragraph 60.2.

Section 072100-3 Paragraph 2.1B states that insulation shall be polyisocyanurate with minimum compressive strength of 60 PSI. There is no such product that we are aware of. Can you please clarify?

HA

Min to be 20psi-Specification will be revisied accordingly.

If the bid extension is granted, can an extension also be granted for questions regarding the specification?

SI

Please see above.

Page 81 of the RFP requires a CPM schedule in the technical proposal. Does the schedule count toward the page count and if so can it count as one page? SI CPM is subject to the page limit, and not as one page.

Page 82 of the RFP requires logistics plans in the technical proposal. Does this count toward the page count and if so can it count as one page? SI Logisitics is subject to the page limit, and not as one page.

Page 83 of the RFP requires AIA document A-305 and a financial statement. Please confirm this does not count toward the technical proposal page count. SI Financial statement is not subject to the page limit. AIA document A-305 is subject to the page limit.

Page 83 of the RFP requests past performance information on projects that contained

"substantial masonry repair". Can this be removed from the evaluation since masonry is not one of the primary trades on this project?

SI

Substantial masonry repair requirement is not necessary. Replace with roof membrane installation requirement.

Page 84 of the RFP references the subcontracting plan requirements and states that resumes should be provided in the technical proposal. Please confirm that GC staff resumes are not required since they were not listed in the technical proposal requirements in section L.1.

SI

GC resumes are required.

Page 61 of the RFP requires a Superintendent Staff and then lists several positions in addition to the Superintendent. Are any of these required positions that require someone to be on-site, full time for the duration of the project?

SI

Superintendent to be on-site when any workers are on-site. CQC to be here anytime new work is being installed.

Please consider extending the deadline for submitting RFIs. SI Please see above.

Please consider postponing the bid due date to after the July 4th holiday. This will accommodate more subcontractor participation.

SI Please see above.

4 Will the MWAA inspector be onsite full time during the roofing installation See Amendment #1.

Our insurance cannot be responsible for the MWAA inspector if he/she decides to rappel down the barrel side. Is MWAA providing its own access and PPE to inspect the work? SI Contractor to provide access for all MWAA and/or SI provided inspections. MWAA and SI will provide their own safety harnesses, hardhats, PPE, et…

For the overhead protection in the clerestory, is SI moving the cameras? SI SI with move cameras. Contact COTR to coordinate, with SI, any moves necessary.

There is not enough time to properly prepare a competitive and thoughtful proposal in the amount of time in the RFP. Can the bid date be extended to provide plenty of time after the

RFI’s are answered

SI

Please see above.

Confirm scope of metal panel removal? Is it just for option 3? It appears only option 3 calls for addition of specific substrate. (waterproofing membrane?)

HA

Note difference in new metal wall panels (074213) and existing insulated core metal wall panels

(074216). Base bid requires targeted removal and reinstall of existing insulated panel. Option 3 requires removal of existing insulated panels and installation of new metal panels as part of a rain screen assembly.

With the removal and reinstallation of all Kalwall panels for the head and sill flashings, should replacing all of the Kalwall with new be included as an option due to the age of the existing system?

HCA

Replacement of existing Kalwall with all new has been added as Option 4.

Per the snow fence quantities, based on the documents and specs, if the delegated design requires more runs of snow fence than shown on the documents, do we bid per documents or delegated design?

HCA

Bid is to be based on documents. Spec section 07 7253 has been revised to include the basis of design.

Per Section 01 0000, page 3, 2.3. Upper Fuselage Curtain Wall, BB – Confirm Building enclosure commissioning requirements. Provide testing type and frequency required. NV5

Scope item BB applies to the base bid, option 1, and option 3. General and multi-system commissioning requirements can be found in section 07 0800. System specific tests are identified in the specification section for each enclosure system.

Confirm if requirements contained in Section 07 0800 apply only to Option 3

NV5

The requirements contained in Section 07 0800 apply to the base bid, option 1, and option 3.

Per Section 07 0800: 1.7 Submit also B1 & B2 – Provide specific tests to be performed. Para

3.5 only requires ASTM E1186. NV5 Additional test details are provided in the specification section for each enclosure system.

6 Section 01000-6 lists some unit prices but they are not included on the bid form in the RFP. Please clarify if these unit prices are required.

SI

Provide unit prices.

Allowance 1 calls for 60,000 of CSPE membrane and insulation to be replaced. Please confirm that this is not to be replaced with Hypalon. The description also states that this quantity includes what is shown to be replaced. Are you referring to the areas being removed for the snow fence?

SI

It is not Hypalon. The description is for the snow guard, which is diagrammatic on plans, and discovered bad roof/wet insulation during construction.

Section 132000-1.2.A.1 states that the contractor cannot move any exhibits. Will SI be responsible for moving exhibits if necessar to install protection? SI

Please see above.

Section 132000-1.2.F.k requires cleaning of the artifacts. Is this a requirement since the contractor is not to touch or move any exhibits?

SI

Cleaning of the artifact protection is required; thus, the artifact should be kept clean and artifact cleaning, itself, is not required.

Please clarify the intent of the protection as the drawings only mention poly coverings but the specification has more stringent requirements. Are we to drape poly over the exhibits or is the intention to build protection barriers beneath the roof structure?

SI

The intent is to drape poly over the artifacts, and Amendent #2 shows an updated specications with less requirements.
