About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Revenue. It requests subscription and support services for the Department's OPCON system, an automated batch job scheduling system. The contract term is three years, from July 1, 2022 to June 30, 2025, and includes services such as support, patches, upgrades, server licenses, training, and consulting. The intended single source is Unisoft International, Inc., dba SMA Technologies, as they are the proprietary provider of the OPCON system and the only vendor capable of providing the required services.

The estimated dollar amount for this single-source purchase is $708,524.48. The Department requires this maintenance and support to ensure the OPCON system, which is critical for receiving and processing data from various state and federal agencies, continues to function without interruption. Prospective vendors have until April 5, 2022, to provide information regarding their ability to supply the requested services.

OPCON is DOR’s automated batch job scheduling system for both General Taxes and Child Support Programs. DOR OPCON schedules and runs jobs 24/7, replicating this data to DOR OPCON DR in near real time to Atlanta. It is a multi-platform system which runs Windows, Unix, and SAP related jobs. Files are received from the IRS, DCF, HSMV, DEP, DBPR, Clerk of Courts, etc. An OPCON mechanism is in place to trigger jobs to add to the scheduler, upon file detection from files received by State, Federal, and private agencies. DOR OPCON and DOR OPCON DR must be running at all times as to not interrupt the timing of updates to our databases. If the system shuts down, it will cause an interruption in service for many of the Departments customers.

Unisoft International, Inc., dba SMA Technologies, 15333 JFK Boulevard, Suite 300, Houston, TX 77032

$708,524.48

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Without this maintenance, the Department would be unable to receive support and upgrades, providing a possibility of system failure. The Deaprtment received a letter from SMA Technologies, Inc. stating this is a proprietary subscription software package, and it is only supported by SMA Technolgies.
