About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Correction (FDC). The FDC is seeking to purchase a licensing agent from Swank Motion Pictures, Inc. to provide a wide range of current and new releases of popular movie favorites for its correctional institutions. The contract term is for three (3) years and the estimated dollar amount is $126,101.43. Swank Motion Pictures, Inc. is the intended single source provider, as they have exclusivity agreements with various Hollywood studios to provide licensed movies to the correctional market.

The justification for the single source acquisition is that Swank Motion Pictures, Inc. is the only provider that can offer the specific licensing required for public performance exhibitions in correctional facilities, as stated in Title 17 U.S.C. section 106(4). The FDC has utilized Swank Motion Pictures, Inc. in previous years to provide this movie licensing service to its institutions throughout Florida.
