STATEMENT OF WORK

DESIGN/BUILD SERVICES FOR DOMESTIC WATER SYSTEM REHABILITATION

Tehama-Colusa Fish Facility June 30, 2017

1. GENERAL: The U.S. Fish and Wildlife Service (USFWS), the Tehama-Colusa Fish Facility, has a request for design/build services to rehabilitate the existing domestic water system such that the system will be fully operational once the rehabilitation is completed.

2. BACKGROUND: The Tehama-Colusa Fish Facility has a public drinking water system that has been modified throughout the years and is in need of rehabilitation. The water system is classified as a public water system by the State of California.

3. SCOPE: Provide Design/Build services to rehabilitate the existing domestic water system.

More specifically the contractor shall provide all labor, equipment and materials necessary to perform the following tasks:

a) Provide all engineering services necessary to design the rehabilitation of the existing domestic system. The system is classified by the State of California as a public water system and needs to be designed by an engineer currently licensed in the State of California.

The FWS would like to construct a new properly sized well/pump house building over an existing well. They would also like to properly abandon the existing 1500 gallon pressure tank and relocate properly sized pressure tanks in the new well/pump house building along with the chlorinator system. The well/pump house shall be designed so that the pump can be pulled when maintenance or replacement is needed.

Some additional minimal requirements for the building are:

1) 16’ x 16’ in size.

2) 12’ wide Roll-up Door.

3) One 3’- 0” Personnel Door w/ window and key lock to match rest of the facility.

4) Architecture to match current buildings on-site. (Stucco/brick exterior or vertically hung metal siding w/ green metal roofs).

5) Maximum roof pitch of 3:12.

6) Concrete slab floor foundation with 4” stem walls and floor drain.

7) Insulated walls and ceiling with a radiant barrier.

8) Finished interior with painted plywood or OSB.

9) Positive ventilation.

10) Thermostat controlled wall heater, mid wall high.

11) Interior and exterior hose bibb.

12) Minimum of one duplex receptacle per wall.

13) Minimum of two pressure tanks designed to be isolated for maintenance purposes.

14) Piping to be HDPE or Sch 80 PVC.

15) A water meter with instantaneous and totalizing reading capabilities.

Since the pressure tank and chlorinator system will be relocated, a new line to plumb the treated water into the current drinking water system will also have to be designed.

The existing backflow preventer can be used and plumbed back into the system.

A portion of the existing distribution system is located under an existing sidewalk.

This becomes problematic to fix when repairs are needed. The FWS would like this portion relocated away from the sidewalk for more convenient access when needed.

The contractor shall perform design services for any other requirement needed by the system to meet State of California drinking water standards.

Minimal information of the as-built conditions is available. The contractor will have to use locate services and/or other techniques such as potholing to determine actual locations of the waterlines and other utilities on the property.

b) Provide construction services to construct the designed rehabilitation once the design has been approved. Provide all the necessary testing and inspections services required throughout the construction period of performance.

4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: All work is located on the compound of the Tehama-Colusa Fish Facility at 10950 Tyler Road, Red Bluff, CA 96080. The period of performance shall be 180 days maximum from Notice to Proceed.

5. INSPECTION AND ACCEPTANCE: The work shall be done in accordance with the requirements of the General Requirements specifications of the Region 1 & 8 US Fish and Wildlife Services as amended by this SOW. The work shall also be done in accordance to the State of California Department of Health, Office of Drinking Water and any other applicable federal, state or local regulations. The work shall be accepted when all the work is completed as described here within and in accordance with any contract specifications. Work will be inspected to assure compliance with the contract documents. But quality control and adherence to all contract requirements are still the responsibility of the contractor.

6. GOVERNMENT FURNISHED EQUIPMENT OR MATERIALS/INFORMATION:

Any historical information associated with the Tehama-Colusa potable water system in question such as construction drawings, specifications, and information of other work recently completed shall be made available upon request. Electrical power, potable water and use of restroom facilities shall be made available to the contractor during the period of performance as long as such use is not deemed excessive and does not negatively impact hatchery operations.

7. SPECIAL NOTICE: A Pre-Bid Site Visit shall be scheduled to allow perspective bidders an opportunity to view the site and talk to Hatchery Staff. This site visit will introduce potential bidders to the conditions of the project and acquaint them with the logistical challenges and requirements of the project. The site visit is not mandatory but is highly recommended as this will be the only time USFWS contract staff and station personnel will be on-site at the same time to answer questions before the contract is awarded.

8. AVAILABILITY: Normal duty hours are Monday through Friday 8:00 am to 5:00 pm.

Work shall be performed during these hours unless prearranged with the Station Manager.

Federal holidays not included.
