March 31, 2017 Amendment 1: 21 July 2017

1. General Requirements.

1.1 Provide design, fabrication, and construction for a new turn-key facility located at Hart Mt.

NAR. Design, fabrication, and construction will be for the USFWS – Region 1 Refuges Program. Period of Performance will be from the date of order issuance + 365 Calendar Days;

it is anticipated design, including geo-tech studies, will require a period of three (3) to four (4) months to complete. Demolition of existing McKee pole Barn will be part of this work.

1.2 Refuge Description: The Hart Mt. NAR encompasses more than 278,000 acres of wildlife habitat for pronghorn antelope, California bighorn sheep, mule deer, and sage grouse. It is located in south-central Oregon near the state border with California. Due to the remote location, emergency services, roadside assistance, cell phone coverage, and other services are not readily available. The refuge is open year- round, with some roads closed during winter months. The site is located on the mountain, adjacent to the Refuge Headquarters. Map coordinates are 42d32’55.4”N and 119d39’14.3”W.

1.3 The resulting contract will be a turnkey design-build service for a pre-engineered steel, open span structure, constructed on a concrete slab on grade with electric service for power and lighting.

1.4 Where applicable, comply with the USFWS Region 1 and Region 8 General Engineering Requirements.

2. Scope.

2.1 It is the intent of this project to design, fabricate, and construct a building shell and foundation of approximately 1,600 to 4,000 square feet. The maximum building width is 40-feet. The range for building length is 40feet up to100 feet. Building is intended to be the full 40’x100’ when all bays are constructed. Established building eave height is minimum 14-feet.

The building is to be rectangular with a minimum 4:12 roof slope with overhangs. The floor is to consist of a concrete slab on grade. Lighting is required to comply with National Fire Protection Association (NFPA) 101 Life Safety Code. All fabricated building products are to be manufacturer’s standard quality designed to be used for the specified building system.

2.2 Summary Technical Requirements:

A. Substructure:

a. Foundations: Conventional spot, strip, or spread concrete footings. Minimum specified compressive strength of concrete is 4000 psi at 28 days.

U.S. Fish and Wildlife Service, Hart Mt. NAR pg. 2

B. Slab On Grade:

a. Provide concrete slab on grade over well graded 3/4-inch minus crushed rock. Slab minimum 6-inches thick with steel rebar reinforcement. Concrete minimum 4000 psi at 28-days. Hard steel trowel finish. Place, consolidate, finish, and cure 6-inch thick concrete slab-on-grade on top of 3/4-inch minus gravel. Slab shall be sloped away from towards overhead doors toward rear of building and outside corners. Provide control joints and expansion joints as required to prevent surface cracking.

b. Provide an exterior concrete slab-on-grade sloped apron measuring approximately 5 feet wide by 40-100 feet long, broom –finished at each door opening. Apron shall be 6-inches thick, with expansion/control joints, and be reinforced. Also provide 4’x 4’ stoop at each exit door.

C. Bollards:

a. Provide (4) exterior and (4) interior bollards at garage overhead door locations.

Center the bollards along the line of the building envelope penetrations to protect overhead door framing, siding, and trim.

D. Shell:

a. General: Provide a nominal 1,600-4000 square foot (ABA compliant) steel framed building, with 4:12 gable metal roof. Design structure to meet local wind, seismic, and gravity loads.

b. Exterior walls: Manufacturer’s standard wall assembly with 29 26 gauge coil coated sheet metal siding; exposed fasteners. Color as selected from manufacturer’s standard palette. Elevation on one side will have framed openings for future option overhead doors.

c. Roof Structure: Manufacturer’s steel frame roof structure design to meet and resist current code required snow and roof live loads. Established roof eave height is 14-feet. Provide 6-8” overhang at rake. Provide 14” overhang at all other eaves.

Apply passive type snow break details at roof above exits and overhead garage door openings.

d. Roof Membrane: Coil coated ribbed sheet metal, minimum 29 26 gauge with exposed fasteners. Provide associated trims and flashings.

e. Roof Finish: Manufacturer’s Energy Star equivalent heat reflective metal roof finish.
