Statement of Work 2017 Noxious Weed Control
Klamath Basin National Wildlife Refuge Complex, CA
1. GENERAL:U.S. Fish and Wildlife Service Klamath Basin National Wildlife Refuge Complex (Refuge) has a requirement for noxious weed control on Lower Klamath and Tulelake National Wildlife Refuges.
This requirement is to control state listed noxious weeds along the tour route, hunter access routes and designated levees on the Lower Klamath and Tulelake National Wildlife Refuges within Siskiyou County. Contractor will provide personnel, herbicide, adjuvant, and spray equipment.
2. SCOPE: Work performed will be to spray all specified road edges containing noxious weeds up to the canal edges, or out to the full extent of the sprayers when water is not present. The average width of spray will be approximately 15 feet. There are 55 (+/-5) miles of roadways & interior levees within Lower Klamath NWR that will be sprayed.
Roadways include both public access roads and Refuge administrative roads. Spot spraying in non-designated areas may also be performed on an as directed basis. At least 1/3 of treatment areas will receive 2 applications, the first would optimally occur between April 15th and May 15th, the second would optimally occur between September 15th and October 15th. Specific locations and timing of treatments will be guided by the USFWS.
Contractor will use Defy Amine 4 (EPA Reg. No. 66222-221) at a rate of 3 pints/acre with Agridex a non-ionic surfactant. Generic substitutions for Defy Amine may be permissible provided all other specifications (i.e., active ingredient, concentrations of active ingredient, container capacity, quantity requested, etc.) are met and contractor received written permission (e.g., mail or email) from the technical coordinator of this contract. Substitutions for Agridex will not be approved. All pesticide products must be registered for use in California and Oregon by the respective state regulatory agency.
Likewise, all spraying must following state and federal spraying regulations.
Sprayer Equipment
2.1. On-the-go variable spot spraying with the use of boomless nozzles. Capable of spot spraying 4 feet to 25 feet out from the sprayer unit.
2.2. California pesticide regulations require private contractors to use a closed mixing system. This reduces potential for exposure of personnel during the handling and mixing stage of pesticide applications.

2.3. Use direct pesticide injection system (e.g., Roadside Injection System) with mini-bulk tanks. This also reduces potential for exposure of personnel during the handling and mixing stage of pesticide applications, and reduces the number of empty pesticide containers that require recycling or disposal in landfills.
2.4. Capability of application equipment to efficiently apply (i.e., high capacity main tank) large volumes of water carrier (e.g., 40-50 gallons per acre).
The primary target weeds are perennial pepperweed (Lepidium latifolium) and poison hemlock (Conium maculatum). Other weed species, secondary target weeds, including Canada thistle (Cirsium arvense), kochia (Kochia scoparia), common reed (Phragmites australis), bull thistle (Cirsium vulgare), and Scotch thistle (Onopordum acanthium) may also be treated.
Contractor must follow all state and federal pesticide regulations. This includes conditions specified in the approved refuge pesticide use proposals.
Contractor shall report to the Refuge the total quantity of herbicides and adjuvants used, application dates, and locations associated with this requirement.
3. PLACE/PERIOD OF PERFORMANCE: The contract window shall be from April 15, 2017 through October 30, 2017. Specific spray dates will be determined by the Refuge in coordination with the contractor. Spraying shall take place at Lower Klamath National Wildlife Refuge and Tule Lake National Wildlife Refuge.
4. EVALUATION AND ACCEPTANCE: All work included in the contract specifications shall be subject to inspections by the Refuge at periodic intervals during performance of this contract. Final acceptance shall be based upon satisfactory completion of the work in accordance with the specifications on a task by task basis.
5. GOVERNMENT FURNISHED EQUIPMENT/INFORMATION: Refuge will provide site maps with spray area specific information and pesticide use proposals, and fresh water for the application of the herbicides.
6. AVAILABILITY: Normal Refuge duty hours are Monday thru Friday 8:00 a.m. – 4:30 p.m. In the event of emergencies, the Vendor shall provide contact information. FWS non-duty hours include weeknights, weekends and Government holidays.
