Attachment 2, Summary of Items
Summary of Items for Contract – IDIQ for Interpretive Exhibits & Services This is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Interpretive Exhibits and Services for the US Fish and Wildlife Service Region 2, to be performed in accordance with the Performance Work Statement and contract terms and conditions included herein. Up to three MATOCs (Multiple Award Task Order Contracts) will be awarded. This IDIQ contract will consist of (1) base period and (4) four option periods.
Work to be accomplished will be awarded as Task Orders under the contract. The Government is not obligated to place orders beyond the guaranteed amount of $50,000 for the life of the contract.
DELIVERY TIME:
Will be determined for each individual Task Order.
MINIMUM GUARANTEE:
The minimum guarantee is $50,000.
NOT TO EXCEED CEILING:
The maximum amount awarded per option period will not exceed $700,000; the ceiling price for the life of the contract is $3,500,000 MAXIMUM ORDER LIMITATION: The maximum order limit is $600,000 per task order. The date of the order placed by the Government will determine the prices applicable to the task order.
MINIMUM ORDER:
The minimum order limit is $2,500 per task order.
Payment – Prices applicable to this contract for the labor categories and work products are as shown in the “Schedule of Supplies/Services”. Task orders will be awarded using the established rates. Rates include any equipment, labor, overhead, general and administrative expenses, and profit. Materials and supplies and other costs will be determined by the contractor via a quote or proposal for each task order request.
Travel and Subsistence – Costs for transportation, lodging, meals, and incidental expenses incurred by the Contractor on official company business in specific contract performance shall be in accordance with the Federal Travel Regulations (FTR) as prescribed by the General Services Administration and in effect at the time of travel.
Transportation will be paid based on the actual cost thereof by public conveyance (plane limited to coach class) and at the current rate per mile as stated in the FTR for privately owned vehicle. No per diem will be paid for travel less than ten (10) hours per person, per calendar day. Travel expenses shall be itemized by the contractor and included in the firm fixed price quote or proposal.
Issuance of Task Orders – The Contracting Officer (CO) will issue the Task order summary and Request for Quote or Request for Proposal to all Contractors under the MATOC (Multiple Award Task Order Contract). The task order summary will describe the work to be performed, the deliverable items, and the required time period for completion.
If issued as a request for quote the Contractor must submit a quote for this effort within ten (10) calendar days (unless the request for quote specifies a different period). The Contractor shall use the pricing schedule for the various labor and other price categories. A RFQ will be awarded to the contractor who offers the lowest price.
If issued as a request for proposal the Contractor must submit a proposal for this effort within thirty (30) calendar days (unless the request for proposal specifies a different period). The Contractor shall use the pricing schedule for the various labor and other price categories. A RFP will be awarded based on best value. Price and other factors will be used to determine best value. The magnitude of the project will be disclosed to the contractor in the task order summary and the contractor will propose a design to be evaluated. Proposal submittal requirements and evaluation factors will be stated in the task order summary.
The CO will issue a firm fixed price task order for the effort to the Contractor who has offered the Government the best value.
Commencement of Work on Individual Task Orders – The Contractor shall begin work within ten (10) calendar days after receipt of the task order (unless otherwise directed by the CO) and prosecute the work diligently in accordance with the schedule for completion.
