Questions and Answers – Solicitation F17PS00070
Q1: Need minimum diameter and length on line posts?
A1. Line post will be 3 to 4 inches in diameter and will be a minimum of 6 feet 6 inches in length.
Q2: I see that it states they would like southern yellow pine posts. If you would like to keep your bidding simple you should make that mandatory or you will get a lot of red pine bids that are a way inferior product.
A2. Bidders are to quote using Southern Yellow Pine treated with CCA. After an award has been made, the successful offeror may propose a different material and treatment, but it will only be approved if it meets or exceeds the quality of the quoted materials. Any change of materials will not increase the price of any contract and any savings will be passed on to the Government.
Q3: Spec on barbwire and barbless wire?
A3. 12.5 GA Barbed Wire 2pt with red barbs (made in USA) (1/4 m. roll)
Q 4: For brace wire is 12.5 gauge hi tensile wire acceptable or a Gpak by Gripple? Both are stronger than 9 gauge wire
A4. 12.5 gauge smooth hi tensile is acceptable.
Q 5: I see that you cannot use a 4 wheeler or tractor to stretch wire tight. We use a skid-loader mounted “Stretch-N-Go” by Fence Hog (EZG Manufacturing). Can we use that if we are successful in bidding?
A5. A Stretch-N-Go would be acceptable.
Q 6: When do the cattle go in the lots?
A6. Three units have May and June grazing and should be able to work around them.
Q 7: Will all old fence materials be brought to 1 location or can it be staged at multiple government approved sites?
A7. Several approved Sites.
Q 8: Will the brace wire be forming an x or pass in a single angled direction? The included diagrams show it both ways.
A8. Single angle brace wire.
Q 9: All corners will be a 3 vertical posts assembly (post in the corner and 1 in each direction of the pull)?
A9. Yes, three post.
Q 10: End braces are all single h assemblies?
A10. Yes, single H or Two post.
Q 11: Will the new fence be flagged and old fence to be torn out flagged?
A11. New fence will be flagged. Replacement will be placed where the old has been removed.
Q 12: A bid bond and preference bond are both needed? and other bonding required? What are the insurance requirements?
A12. A Bid Bond will be required with the proposal. The successful Offeror will be required to provide both a Performance Bond and a Payment Bond.
Q 13: Do any of the materials need certifications?
A13. No specific certifications are called out. However, all materials will need approval by Station personnel prior to installation. Any materials, not receiving Government acceptance, will be replaced by the Contractor at no cost to the Government.
Q 14: How accessible is the fence by truck 4x4 or by UTV? How accessible is it for delivering and removing materials? Can you drive along the fence? I would assume there is snow there now and hard to see conditions accurately.
A14. Soft sand conditions exist throughout the site. Some places are hard to drive with a four wheel drive pickup. Ok with ATV or UTV.
Q 15: I see there is a wet area. How much of this fence is wet under normal circumstances?
A15. Now the wet area is dry. In a wet spring, maybe 600 feet will be wet.
Q 16: Can a skid loader travel around the fence area?
A16. A skid loader on tracks can get to just about all of it.
Q 17: Do you anticipate problems with rocky areas? Again the area out there is frozen, and snow covered, so I could not test it myself.
A17. No. Most all of the area is soft sands.
Q 18: What length of staples?
A18. Knurled or Barbed, 1 3/4 inch
Q 19: Any restrictions on working hours?
A19. Daylight hours are ok. Weekend and Holiday work will require prior approval by Station Leader(s).
