1 Since the combined project magnitude for both is $18M-$24M, can relevant projects under $10M be considered as acceptable “Past Performance” examples?

SI's intent is to award a project in the $18 to $24 million dollar range. Past performance needs to be in that range to be acceptable. Two $10 million dollar projects will not be acceptable to demonstrate adequate past performance.

2 Will receipt of the multi-year funding increments cause any anticipated delays in the project?

SI will award funding based on projected cash flow to eliminate any work stoppage.

Do not plan for any delays in construction due to multi-year funding.

3 Will projects that are not in the PPIRS system be acceptable? And if so, will offerors receive higher ratings for submitting past projects in the PPIRS system?

Projects not is PPIRS will be acceptable. No special rating or preference shall be applied for projects in PPIRS.

4 Will multiple task orders on the same project conducted simultaneously be considered acceptable as relevant total project cost?

Projects or task orders that were performed concurrently and proved to be physically related to each other shall be considered relevant for review.

5 Will the Baird AHU Replacement and NMBH Renovation projects be done simultaneously

All Base Contract work and Option work shall be performed within the specified project duration.

3 FedBizOpps.gov lists an Amendment dated June 7, 2017 as “Amendment 1”. The

Form 30 designates it as Amendment 000002. Should the FBO reference be changed to “Amendment 2”?

All Amendments will be checked, confirmed and revised if needed before the bid date.

4 FedBizOpps.gov has reference to Amendment 3, changing the due date for additional RFI’s to June 21, 2017. Should a Form 30 be issued documenting

Amendment 000003?

All Amendments will be checked, confirmed and revised if needed before the bid date.

5 Recent RFI responses were issued via email today, June 21, 2017. Will those RFI responses be formalized in Amendment 000004? (We will need to reference all

Amendments in section 19 on SF 1442).

Yes. All Bid RFI will be included in an Amendment.

S010 6/23/2017 Consigli 0 We are respectfully requesting a 1 week extension to the current bid date (July 11, 2017). We are discovering many subcontractors are declining bid requests, due to the July 4th holiday week. We feel that the project will benefit from stronger subcontractor coverage if the bid date is extended. However, its important to provide notice to the subcontracting community, in well in advance of the current bid date, so subcontractors can work this project into their bid schedules

Bid has been extended in FedBizOpps.

1 Retractable bollards: Specifications, 11 12 34, reference for electric operable retractable bollards and manufacturer’s basis of design is electric operable. Details on LS551 reference manual operable retractable bollards. Are bollards to be manually operable or electric operable? If electric operable, please provide Electric

Power Unit (EPU) location(s) and push button control station location(s).

New bollards are manually retractable. The design for the manual retractable bollard is based off of the design for electrical retractable without the electrical hook-up, so no EPU or controls are required.

2 Retractable bollards: End-User to provide sequence of operation (SOO). Also, End-

User to specify what new or existing equipment retractable bollards are to integrate/interface with – makes, model #’s, control programs etc.

Retractable bollards are manual in nature and do not require a sequence of operation for their operation, nor integration with existing retractable bollards on site.

3 Retractable bollards: Specifications, 11 12 34, reference ASTM M40/DoS K8 rating;

what is the desired penetration rating? Reference additional supporting documentation attached herein.

The desired penetration rating is P1.

4 Retractable bollards: Reference specification section 11 12 34 1.8.A; what is the duration of manufacturer maintenance required? Monthly, Quarterly or Semi-

Annually? Manufacturer’s maintenance guidelines typically call for shift change inspections, daily inspections, weekly inspections and monthly inspections. What will be handled by end-user maintenance team vs. Manufacturer’s certified technician?

There will be limited times the bollards are retracted manually; this will be done primarily for maintenance. Assume the bollards will be retracted monthly.

5 Retractable bollards: The specified manufacturer’s product is not listed on the most recent Department of Defense (DoD) Anti-Ram Vehicle Barrier List. Please confirm that this is not a requirement despite the request for a certified M40/K8 system.

The specified manufacturer's product is not listed as it has not been through a physical crash test. The units should be engineered for the intended rating as with the specified product.

6 Retractable bollards: Metal Fabrications specifications, 05 50 00, do not reference a crash rating for fixed bollards. Are fixed bollards to be crash rated?

Fixed bollards are to have comparable crash ratings to the retractable bollards.
