FISH FOOD SPECIFICATIONS

I. GENERAL: This is an indefinite- delivery, indefinite- quantity (ID-IQ) contract for the supply of fish food for the U.S. Fish and Wildlife Service, Region 3, National Fish Hatcheries. Each diet of fish food needs to meet or exceed the following specifications to be considered for award.

Individual Orders will specify the size of each diet requested for that order. Documentation showing how each diet meets or exceeds these specifications is required to be submitted with vendor quote worksheet.

II. SPECIFICATIONS: All items shall meet or exceed the minimum analysis for protein, oil/fat, fiber, and ash content and pellet size criteria as specified on the supplies or services/prices sheet in this document for each category of fish food (Starter diet, Production/Grower diet, and Brood diet). Brood diet shall contain Roxantin Red 10 or equivalent added at the rate of ½ pound per ton plus double vitamin pack.

1. The minimum analysis for protein, oil/fat, fiber, and ash content are specified below for each category of fish food (Starter diet, Production/Grower diet, and Brood diet), fish food shall be composed of the following and shall carry the following guaranteed analysis:

a. Starter Diet:

i. Size range(s): Mash, #0 #1, #2, #3 crumble or equivalent.

ii. Diet: Shall contain > 52% Protein, > 16% Oil/Fat, < 2%Fiber and < 12% Ash

b. Production/Grower Diet:

i. Size Range(s): #3, #4, 3/32, 1/8, 5/32, 3/16, 1/4 or 0.7 mm to 4 mm

ii. Diet: Shall contain > 45% Protein, > 16% Oil/Fat, < 4% Fiber, and < 12% Ash

c. Brood Diet:

i. Size Range(s): 3/16, 1/4, 3/8, 1/2 or 4.0 mm to 12 mm

ii. Diet: Shall contain > 44% Protein, >11% Oil/Fat, < 4% Fiber, and <11% Ash

iii. Brood Diet to contain double vitamin content and shall contain Roxantin Red

10 or equivalent at a rate of 1/2 pound per ton.

d. Fish meal protein, not less than 30%

e. Moisture, not more than 10% at sack – off or delivery 10%

f. Additional fish food factors not more than 30%

2. Fish meal: Stabilized, maximum moisture 10% maximum salt 5%, stored at the manufacturer’s plant no longer than 6 months as indicated by the Bill of Lading. Different meals may not be combined for use in the feed (Pepsin digestibility not less than 92.5%).

a. Herring meal, minimum protein 65%

b. Anchovy fish carcass meal, minimum protein 65%

c. Menhaden fish carcass meal, minimum protein 60%

Fish meal may be increased (not decreased) depending upon protein content but must provide not less than 30% fish protein.

3. Wheat standard middlings, not less than 17.5%. Minimum protein 15%, maximum fiber 9.5%.

Wheat middlings to be adjusted to compensate for variations in fish meal and fish oil.

4. Wheat feed flour, not less than 5.0%. Minimum protein 14%, maximum finer 1.5%.

5. Soybean meal, not less than 25%. Solvent extract and de-hulled, minimum protein 47.5% or alternatively, but not more than 15% of the total diet, cottonseed meal, prime quality, minimum protein 48%, solvent extracted and de-hulled, not more than 0.04% free gossypol may be used to partially replaced soybean meal.

6. Ring dried blood meal (minimum protein 80%) not less than 10%.

7. Trace Mineral Mixture No. 3, not less than 2/lb. per ton, as follows:

Guaranteed Mineral: Analysis of Elements

a. Zinc Sulfate (ZnS04 – 84 g/lb of mineral mix) 34 g/lb

b. Manganese sulfate (MnS04 – 25 g/lb of mineral mix) 9.1 g/lb

c. Cupric sulfate (CuS04 – 1.75 g/lb of mineral mix) 0.7 g/lb

d. Potassium iodate (KIO3 – 7.7 g/lb of mineral mix) 4.5 g/lb

OR Ethylenediamine dihydroiodide – EDDI (C2H8N22HI – 6.8 g/lb of mineral mix)

An inert carrier can be used to make the mixture to the pound.

8. Vitamin Premix No. 30 (add a double vitamin pack of brood stock pellet diets), not less than 8 lb per ton, and consisting of the following:

• D calcium pantothenate 12.0

• Pyridoxine (pyridoxine HCT) 3.5

• Riboflavin 6.0

• Niacinamide 25.0

• Folic acid 1.0

• Thiamine (thiamine mononitrate) 4.0

• Biotin 40.0 mg

• Vitamin B 12 2.5 mg

• Menadione sodium bisulfate complex 1.25

• Vitamin E (d or dl alpha tocopherol acetate) 40,000 i.u.

• Vitamin D3, stabilized 50,000 i.u.

• Vitamin A (vitamin A palmitat or acitate), stabilized 750,000 USP

The certified vitamin premix is to be supplied by a recognized manufacturer and must show the date of preparation. The vitamin premix to be used is not to be held in storage longer than 4 months after date or preparation.

The vitamin premix is to be made with a wheat or soybean by product base. Rice hulls or oat feed are not acceptable.

9. Choline Chloride, 50%, not less than 3.5/lb per ton.

10. Ascorbic acid, not less than 1.5/lb ton.

11. Fish oil: stabilized with 0.04 BHA-BHT (1:1) or 0.01 ethoxyquin and less than 3% free fatty acids (up to 4% soil bean oil once refine {NSPA standard}) with 0.04 BHA-BHT (1:1) or 0.1% ethoxyquin may be substituted for an equal amount of fish oil in the feed mix. Not less than 2% of the total fat shall be sprayed on the pellets as a top dressing, the rest to be included in the feed mix.

If required, only fish oil to be used to top dress feeds. Quantity of added oil may be adjusted upward only so that finish feed shall contain not less than 11% crude fat.

12. Lignin sulphonate pellet binder (e.g. Ameribond, Orzan, or equiv.), not less than 2%.

13. Choline chloride, ascorbic acid, and the Vitamin Premix No. 30 are to be stored separately and never mixed one with the other before being added to the feed mixture.

III. ADDITIONAL SPECIFICATION AND CONDITIONS INCLUDE:

1. Freshness: The fish food shall have been produced within 30 days of shipment to the destination.

2. The Contractor’s mill, equipment, and manufacturing procedures must comply with the FDA’s “Good Manufacturing Practices” prepared by Robert A. Wilcox, Grain Science and Industry, Kansas State University, Manhatten, Kansas.

3. The weighing system must be of suitable size and accuracy for their purposes. Proper weight techniques must be used in weighing ingredients into the mix. The feed mixer may be of any conventional type with proper clean – out features. The mixing time shall be controlled for proper mixing. Production run records must be maintained and provide the following information:

a) Diet formulation

b) Batch size

c) Identification and weight of each ingredient used

d) Mix date and batch number

4. Ingredients are to be carefully and thoroughly pulverized to pass 100% through a U.S. screen size 20 and after screening, the ingredients shall be mixed.

5. Pelleting.

a) The feed mixture is to be processed into pellets using extrusion and/or dry steam to produce the proper texture and size of pellets. The pellets must be firm enough to hold together in packaging, transporting, storage, and when placed in water.

b) Dust content of pellets is not to exceed 3% at the manufacture plant (dust defined as particles passing through a screen with an opening of 3.36 millimeters.

c) Diet should meet size criteria as specified on the supplies or services/prices sheet in this document for each category of fish food (Starter diet, Production/Grower diet, and Brood diet). Industry standard pellet sizes should be used for all diets as specified:

• Starter Diet: Size range(s): Mash, #0. #1, #2, #3 crumble or equivalent

• Production/Grower Diet: Size Range(s): #3, #4, 3/32, 1/8, 5/32, 3/16, 1/4 or 0.7 mm to 4 mm

• Brood Diet: Size Range(s): 3/16, 1/4, 3/8, 1/2 or 4.0 mm to 12 mm

6. Granules

a. Granules are to be made by cracking pellets, then screening out the granules to the sizes indicated. No. 3 and No. 4 granules are to be cracked from 3/16” diameter pellets.

b. Prior to bagging, the feed must be rescreened through a course screen to remove lumps.

c. The granules are to contain 85% correct sized granules prior to top dressing with oil.

7. Delivery

a. Only feed from current production is to be delivered to the hatcheries. Feed stored from previous production will not be accepted.

b. Pellets feeds must not contain in excess of 4% dust upon delivery to a hatchery and total undersized pellets must not exceed 5% at delivery.

c. No feed shall contain in excess of 10% moisture upon delivery.

8. Contamination. The ingredients and finished feeds shall be wholesome and clean with materials free from noxious chemicals and foreign materials. PCB concentrations in fish oils used shall not exceed .02 ppm and PCB levels in the finished feed shall not exceed .057 ppm.

Random testing of feeds lots will be tested at the government’s expense. Any feed lots that exceed the PCB limits will be replaced at the manufacturer’s expense.

9. Inspection.

a. The Contracting Officer and Hatchery Managers have the authority to inspect the Contractor’s:

1) Plant Facilities

2) Food Manufacturing Equipment

3) Ingredient and fish feed storage

4) Inventories of ingredients

5) Supplier’s Invoices and appropriate labels

6) Acquisition documents

7) Laboratory Test Results for ingredients and fish food

b. Upon request, the Contractor shall furnish samples of all ingredients used in the feed including test results and ingredient labels.

c. The Contractor will be immediately notified of any contract violations followed by written confirmation of such violation.

10. Ingredients Data furnished to the Government. Within seven calendar days after the quarterly shipment or shipment of a special order, the Contractor shall provide the Contracting Officer and Hatchery Manager with a copy of the laboratory analysis of the fish oil, fish meal, wheat flour, and soy flour utilized.

11. Medicated Fish Feed: On an as needed basis, orders for medicated fish food maybe required under this contract. Medication will be incorporated as an additive to the regular fish food. Due to the large variety in the types of medication that could be required, quotes for medicated fish food orders will be requested at the time of order.

IV. PACKAGING AND MARKING

Bagging and Loading: (a) Pellets and granules are not to be bagged for delivery until cooled to 10 degrees F above ambient air temperature and dried to a moisture content of 10% or less. The pellets and granules shall be bagged in new, contaminant free, 50 pound capacity bags. After being filled, the bags are to be sealed closed. The net weight of the feed in each bag is to be 50 pounds. Each bag is to be labeled as to pellet or granule size.

i. The tags are to be printed to show pellet size, diet identification (starter, grower or broodstock diet) and date manufactured in a clear format.

ii. All fish feed is to be shipped on 40” X 48” nonreturnable pallet, shrink wrapped with a maximum weight of 2,000 lbs per pallet.

iii. Each shipment shall include a packing slip showing the contract number, delivery order number, item number, the date of shipping, and the quantity shipped.

V. DELIVERY REQUIREMENTS

Fish food will generally be ordered on a quarterly basis. Fish food ordered for the second quarter of the fiscal year may be split into two deliveries. Quarterly delivery of the fish feed is required no later than the 15th day of the first month of each quarter. However, third quarter delivery may be delayed until May 1 to avoid weight restrictions on local roads. The initial orders (placed within 10 days of the date of award) shall be delivered within 15 calendar days after receipt of a delivery order (a large partial order of all items on the delivery order is acceptable, balance within 30 calendar days). All other special orders require delivery within 30 calendar days after receipt of a delivery order. All deliveries shall be made between the hours of 8:00 a.m. and 2:00 p.m., Monday through Friday except National Holidays.

Please notify the Hatchery Manager 72 hours prior to the delivery.
