NOTICE OF INTENT TO AWARD A SINGLE SOURCE

To University of California, Davis

The U.S. Fish and Wildlife Service (FWS) intends to make a Single Source award to the University of California, Davis for the engagement of managers and researchers on relations among cheatgrass-driven fire, climate, and sensitive-status birds across the Great Basin.

This award is considered a sole source project because it represents a four party, collaborative effort between the Fish and Wildlife Service, UC Davis, the Northwest Climate Science Center and the Southwest Climate Science Center where partners contribute funding and services to ensure project goals are achieved.

As justification for Single Source Determination, in accordance with Department of the Interior guidance (505 DM 2.14), (4) Unique Qualifications, USFWS Reno Office provides notice of its intent to make a single-source award in the amount of $47,169.81. NO COMPETITION IS EXPECTED, PLEASE DO NOT APPLY. The applicant is uniquely qualified to perform the activity based on demonstrable factors such as support capacity, cost-sharing commitments from all partners, and unique technical expertise.

Substantial involvement on the part of the Service is anticipated for the successful completion of the objectives to be funded for this project. The Service intends to work jointly with the University, with support from the Joint Fire Science Program, to model current and future spatial interactions among cheatgrass cover and biomass, precipitation, and fire across the Great Basin and model current and future cover of sagebrush and herbaceous vegetation.

This notice is being submitted by the U.S. Fish and Wildlife Service, Great Basin Landscape Conservation Cooperative, 1340 Financial Blvd, Reno, Nevada 89502. Questions about this notice may be sent by email to: sue_lackey@fws.gov
