About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Education (DOE), Division of Early Learning (DEL). The DEL is seeking to procure continued services from the Florida Association for Infant Mental Health (FAIMH) to support the infrastructure for endorsement of up to 250 early childhood education and healthcare professionals through the Florida Infant Mental Health Endorsement (FIMH-E) over a 36-month period from August 2021 to September 2023. This is a single source procurement, as FAIMH is the sole entity authorized to offer the FIMH-E. The initial estimated value of the contract is $300,000, which has been increased to $450,000 due to additional funding from the Preschool Development Grant Birth to Five Renewal (PDG-R).

The justification for the single source acquisition is that FAIMH is explicitly named in the PDG-R as the relevant service provider and is the sole licensee authorized to offer the FIMH-E. FAIMH is the only entity that can accept applications, review credentials, vet reflective supervisors/consultants, and ultimately approve or deny the application for endorsement in Florida. The contract will be funded through the Florida Child Care Development Fund (CCDF) Plan.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):

Amended Requirements: The Florida Preschool Development Grant Birth to Five Renewal (PDG- R) has increased the budgeted amount of funds to FAIMH to continue support of the infrastructure for endorsement. This increase will assist in completion of the PDG-R project activities for Mental Health Endorsements throughout FY22-23.

The Division of Early Learning (DEL) received the Florida Preschool Development Grant Birth to Five Renewal (PDG-R). Activity Four of the PDG-R requires use of the funds to continue support of the infrastructure for endorsement of up to 250 professionals over three years, with the ultimate goal of increasing the number of endorsed professionals throughout the state, particularly in rural and tribal communities, and specifically contemplates provision of these services through FAIMH. FAIMH accomplishes this goal through the FIMH-E®, which promotes the delivery of high quality, culturally sensitive, relationship-focused services to infants, toddlers, young children, parents, other caregivers, and families. The endorsement identifies best practice competencies at multiple levels and across disciplines and uses a nationally recognized set of competencies that helps define best practice and guides professional growth for professionals who serve infants and young children.

This work is supported through the Florida Child Care Development Fund (CCDF) Plan, Section 1.4, which reads, “DEL coordinates with FAIMH to support infant and early childhood mental health initiatives around the state.” In addition, section 2 includes support for mental health, behavioral specialists, and therapists to address the needs of all children. DEL has authority for this work through section 1002.82, Florida Statutes, and is seeking to procure continued services needed to increase the number of early childhood education and health care professionals endorsed through FAIMH’s IEMH-E®.

As such, it is uniquely qualified to guide early childhood education and health professionals through the endorsement process. FAIMH is the only entity with the authority to accept applications, review credentials, vet reflective supervisor/consultants, and ultimately approve or deny the application for endorsement in Florida.
