About this file
This is a Justification & Approval (J&A) document for other than full and open competition for repair services of F-16 Improved Avionics Intermediate Shop (IAIS) Family of Test Stations Repairable End Items. The Air Force Sustainment Center plans to award a sole-source follow-on contract to BAE Systems Information and Electronics in San Diego, CA for a 10-year period (5-year base with one 5-year option) beginning January 2024.
The contract requires BAE to provide repair services for approximately 2,815 repairs per year for components within current and future configurations of F-16 IAIS family of testers. The total contract value includes a 20% variance factor for obsolescence and inflation. BAE is the only capable source due to their unique repair knowledge and possession of proprietary technical data, with the government lacking sufficient data rights. Four companies responded to the Sources Sought notice (Testek Solutions, Booz Allen Hamilton, CACI Federal, and KIHOMAC) but none had the required OEM data rights. BAE declined to sell their intellectual property rights when approached. The J&A cites 10 USC 2304(c)(1) as authority for the sole-source award.
