Scope of Work

Dock Rehabilitation Bears Bluff National Fish Hatchery

The dock extending into the Wadmalaw Sound located at Bears Bluff NFH provides multi-faceted access to the estuary for operational needs. The length of the dock allows the hatchery to draw high quality water from a depth that carries considerably lower sediment loads than does the adjacent shallow water located over an extensive mud flat. The dock also provides boat access to the estuary, allowing employees to engage in fish stocking and habitat enhancement projects. However, in its current state, the dock has become unstable. This has recently caused a disruption in the water supply, as the pipeline attached to the dock became separated due to instability within the dock’s structure. As the dock continues to become less structurally sound, employee safety is a concern, as routine and emergency maintenance on pumps and pipelines are required, sometimes during periods of inclement weather, strong winds, and high energy wave action. Additionally, the process of loading and unloading passengers and equipment onto and off of boats has become a safety issue. Therefore, rehabilitation of the dock’s major components is proposed in order to restore a reliable supply of water to the hatchery and address the safety concerns for staff, volunteers, partners, and contractors that are involved in work on or around the dock.

Contractor shall rehabilitate and replace all major components of a dock at the Bears Bluff National Fish Hatchery. These components consist of all pilings, a 4ft x 290ft walkway with handrails, a connected 14ft x 20ft pier head with handrails, and ~300 linear ft of 6” PVC water pipe. This work shall be completed by the contractor as described below.

The major components of the existing dock, consisting of wooden pilings, walkway, handrails, framing, additional support, and the 6” diameter PVC water pipe will be removed and properly disposed of by the contractor. Removal of the existing pilings will be accomplished by cutting them off at low tide elevation or complete removal, as determined by the contractor winning the award.

The dock will be rehabilitated similar to the existing dock employing guidelines, permitting, and other specifications commonly used for docks located in South Carolina. All framing, decking, and handrails will be replaced on the 4ft x 290ft walkway and the 14ft x 20ft pier head. All framing and decking will be composed of standard 0.6 pcf pressure treated wood for marine construction located in areas that are subject to frequent wetting from saltwater splash.

Framing will consist of 2in x 10in lumber, decking will consist of 2in x 6in or 2in x 8in lumber, and handrails (located on both sides of walkway and around pier head) will consist of 4in x 4in posts (height of 42in) with four rows of 2in x 6in horizontal boards and one 2in x 8in cap. All pilings will be 12in butt driven on 10ft centers and composed of standard 2.5 pcf marine treated wood for submersion in salt water. All fastening hardware used will be stainless steel, in accordance with current guidelines for use with treated lumber. All decking is to be installed with stainless steel screws to allow for easy removal and replacement of worn or damaged boards. Note that concrete pilings on pier head, as well as the two existing finger piers, boat lift, Solicitation No.: F15PS00503 Purchase Order No.:

Scope of Work and boat lift roof are not to be removed or replaced as part of this project. However, the finger piers providing access to the boat lift must be reconnected to the dock upon completion of this project. Additionally, the 6-inch diameter PVC water pipe (Approx. 300 linear ft) that runs along the main walkway will be removed, disposed of, and replaced with new pipe of the same type.

The Bears Bluff National Fish Hatchery will remove all electrical materials as necessary to complete this project. This will be coordinated with the contractor during a pre-project meeting. A site visit is strongly suggested by the contractor before a providing the cost proposal. The prospective contractor is responsible for recording all measurements, photos, and any other information necessary for developing an accurate bid for this work during the site visit. Contractors should not rely on the measurements provided in this scope of work, as they may not be accurate and could adversely affect cost estimates. A meeting between the awarded contractor and Bears Bluff NFH staff (hatchery manager and project manager) is anticipated before work begins. The purpose of the meeting will be to reconcile any potential concerns of either party and to determine a daily, weekly, and overall project schedule.

Prospective contractors should note that the contractor, subcontractor, and any other employees performing this work must comply with all station rules and regulations including, but not limited to: fishing, swimming, and weekend work are not permitted, and all employees performing this work must follow established safety guidelines.
