Statement of Work: Islands and Oceans Visitors Center Roof Replacement

PR 000000000 & PR 0000000000

Revision: April 17, 2015

1.0 SCOPE OF OBJECTIVES

1.1 Background:

1.1.1 The US Fish and Wildlife Service Islands and Oceans Visitor Center is located in Homer, AK and is approximately 25,000 square feet under roof. The facility is a multi-story structure that is a steel framed construction built in 2002. The existing roof is aging and in need of replacement. The roof structure is mechanically fastened 60 mil EPDM roof membrane over rigid insulations, wood, and steel decking.

1.1.2 Scope: Provide construction services to remove and replace the existing roof system that meet the following general performance criteria:

1.1.2.1 General: Install sheet membrane roofing and base flashing that are watertight; will not permit the passage of liquid water; and will withstand wind loads, thermally induced movement, and exposure to weather without failure.

1.1.2.2 Material Compatibility: Provide roofing materials that are compatible with one another under conditions of service and application required, as demonstrated by roofing system manufacturer based on testing and field experience.

1.1.2.3 Manufacturer’s Warranty: Provide a full manufacturer’s non-prorated, no dollar limit, material and labor warranty for no less than 30 years. This is a watertight warranty that is good for wind speeds up to 120mph.

1.1.2.4 Roofing System Design: Provide a membrane roofing system that is identical to systems that have been successfully tested by a qualified testing and inspection agency to resist uplift pressure calculated according to ASCE 7 to resist design and wind pressures.

1.1.2.5 FMG Listing: Provide roofing membrane, base flashings, and component materials that comply with requirements FMG 4450 and FMG 4470 as part of a membrane roofing system and that are listed in FMG’s “approval guide” for Class 1 or noncombustible construction, as applicable. Identify with FMG Markings.

1.1.2.6 Conform to ICC and IBC as adopted by the state of Alaska for roof assembly fire hazards and wind uplift resistance requirements. Design for 120 mph wind, Exposure D.

1.1.2.7 Roofing System Design: Provide a roofing system design that is identical to systems that have been successfully tested by a qualified testing and inspection agency to resist factored design uplift pressure calculated according to SPRI. The basis of design is the existing condition as detailed by the provided as-built drawings. Design should utilize to the extent possible the existing condition, and include any modifications necessary to account for increased insulation as required by ASHRAE 90.1.

1.1.2.8 Fire-Test Response Characteristics: Provide membrane roofing materials with the fire-test-response characteristics indicated as determined by testing identical products per test method below by UL, FMG, or other testing and inspecting agency acceptable to agencies having jurisdiction. Materials shall be identified with appropriate markings of applicable testing and inspection agency.

1.1.2.9 Exterior Fire-Test Exposure: Class C; ASTM E 108, for application and roof slopes indicated.

1.1.2.10 Fire resistance Ratings: ASTME E 119, for fire-resistance-rated roof assemblies of which roofing system is part.

1.1.2.11 Flashing: Install/reinstall sheet metal flashing and trim to withstand wind loads, structural movements, thermally induced movement, and exposure to weather without failing. Adhere to 2009 IBC Section 1503 performance standards. Fabricate and install flashings at roof edges to comply with recommendations of FM Loss Prevention Data Sheet 1-49 for wind zone 2, with wind pressures of 31-45 psf.

1.2 Base Proposal:

1.2.1 Demolition: Remove all existing membrane, flashing, and insulation. Dispose of materials as outlined by the general engineering requirements. Remove and dispose of existing large chiller that is currently not operational. Remove and cap existing glycol lines at wall penetration.

1.2.2 Roofing :

1.2.2.1 Fully Adhered EPDM Roof System: Install a 90 mil fully adhered Elastomeric membrane (EPDM). Membrane is to be installed to meet all requirements of the International Building Code (IBC) 2009 Section 1503. The installed membrane must meet all performance requirements outlined in Section 1507.12 of the IBC 2009 for non-ballasted thermoset single-ply roofing. Auxiliary materials recommending by roofing system manufacturer for intended use and compatible with roofing membrane must be used. Installation must meet all manufacturers’ requirements to provide a 30 year watertight warrantee (for wind speeds up to 120mph) for this project.

1.2.2.2 Polyethylene Vapor Retarder: ASTM D 4397, 6 mils thick, minimum, with maximum permeance rating of 0.13 perm (7.5 ng/Pa x s x sq. m.). Utilize tape and adhesive in accordance with vapor retarder manufacturer recommendations.

1.2.2.3 Roof Insulation: Provide preformed roof insulation boards that comply with requirements and reference standards, selected from manufacturer’s standard sizes and of thickness indicated. Achieve a minimum R38. Ensure compliance with the International Building Code Section 1508 and ensure compatibility with roof membrane system.

1.2.2.4 Flashing: Remove and re-use flashing where possible. Provide new flashing to match where necessary to meet code requirements. All weather protection must be installed in accordance with the International Building Code 2009 Section 1503 as well as compatibility requirements and manufacturers guidelines. This applies to ALL weather protection on the roof, new or existing referenced in section 1503 above.

1.2.3 Period of Performance: 120 days from date of award.

1.3 Option 1

1.3.1 Openings

1.3.1.1 Inspect and Re-caulk all exterior windows as needed to eliminate water penetration with an approved caulking suited for this type of use.

1.4 Option 2

1.4.1 In lieu up 90 mil EPDM roof membrane, provide a fully adhered, 80 mil reinforced PVC membrane.
