STATEMENT OF WORK
Kealia Coastal Boardwalk Refurbishment (KCBR) at Kealia Pond NWR
2/18/2015
1. GENERAL: Kealia Pond National Wildlife Refuge has two areas accessible for visitor use; Kanuimanu Ponds located near the Refuge Headquarters office and Visitor Center and the Keālia Coastal Boardwalk located on North Kihei Highway in the coastal dune area of the Refuge. While both public access areas encompass only a small percentage of the total acreage of the Refuge, they do provide quality experiences for the public while minimizing disturbance to endangered and migratory waterbirds. Kealia Coastal Boardwalk is a 2,200 foot-long elevated boardwalk that provides visitors the opportunity to view Refuge wetlands and waterbirds, the Maui coast, and provides coastal access. The purpose of the boardwalk is to provide public access into an area that is sensitive to pedestrian and vehicular traffic, and prevent illegal entry onto the mudflats when waterbirds are nesting. An arson fire burned the end of the boardwalk in March 2013 this SOW is to re-construct the burned section of deck, and rebuild the burned 3rd kiosk.
2. DEFINITIONS: n/a
3. SCOPE: Rebuilding of burned kiosk and boardwalk at the end of the boardwalk.
Kiosk Rebuild: The kiosk replacement contains three tasks. These include removal of all the burned decking and all support structure above and attached to the six - 3” x 10” x 19’ Double Transverse Beams, rebuilding the Kiosk Landing which includes the framing, decking and railing and lastly, rebuilding the replacement kiosk. In the demolition phase, the Contractor shall remove all burned material, screws, nails, bolts and hardware. The Contractor shall be responsible for hauling and disposal of all materials. The Contractor will make an effort to salvage any reusable hardware. In the construction phase, the Contractor may replace the burned kiosk using the existing posts if determined by the contractor to be structurally sound. If the Contractor determines that posts must be replaced they must identify how many in their proposal and include replacement cost.
The Government will evaluate overall cost of the proposal and post replacement cost in the best value determination separately if post replacement is recommended by the Contractor. The new kiosk design will be consistent with the Government provided drawing with the addition of a railing at the end of the boardwalk. Within the burned section, the decking, railings and kiosk, as well as underlying support lumber will be rebuilt following the plans of the original construction with the exception that all nails, screws, hardware, nuts and bolts are 316 stainless steel and all lumber is ACQ treated..
The Government will provide as Government Furnished Property (GFP) the majority of materials including decking, rail caps, and stainless steel deck screws (see attached materials list). The Contractor will provide any additional construction material and equipment needed for the build out.
Government Furnished Property (GFP): The Government will provide building materials at the Kealia Pond NWR maintenance yard with a materials list. The Contractor is expected to inspect the materials, sign for possession, and move them as needed to the parking lot located next to the project site. As the project site is not fenced the Contractor may move the materials as needed from the maintenance yard after pre-coordination with the Government point of contact (POC).
Material Transport & Environmental Considerations: Transport of construction materials from the parking lot to the end of the boardwalk requires avoidance of sensitive wetlands and coastal dune areas. Heavy equipment will not be able to access the project site. It is expected that the Contractor will have to manually move much of the construction materials down the boardwalk. Vehicles will not be allowed past the parking area or on the beach. Noise is not a consideration, but the contractor should expect to keep activities within the immediate work area of the boardwalk. The contractor is responsible for any and all trash that is generated by their personal and work activities.
The Contractor is approved to provide and park a 20’ lockable storage container in one of the bus parking areas if desired.
Public Use: As much as possible we would like to keep the boardwalk open to the public during the duration of the project. The immediate vicinity of the project will be closed.
The Contractor is responsible for the proper conduct and behavior of all personnel that are onsite by the Contractor’s requirement or authorization. The safety of the public is paramount and may require temporary delays throughout the course of the job.
Additional steps may need to be taken to ensure the public’s safety and it is the Contractor’s responsibility to provide whatever is needed to ensure this including but not limited to: i.e. signage, barriers, etc.
4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: The project is estimated to take 45 days to complete at Kealia Coastal Boardwalk on North Kihei Road, Maui Island, Hawaii. It is the Contractors obligation to keep and maintain a clean and safe working environment. The job-site and associated areas will be kept clean and orderly throughout the duration of the project. The U.S. Government and their hired contractors recognize the laws set forth by the Davis-Bacon Act. All employees and workers must receive the rates and pay-scales as presented in the Davis-Bacon Act. Strict adherence will be expected.
5. INSPECTION AND ACCEPTANCE: The project shall be considered completed following a thorough inspection by the Government POC. The Contractor and Government POC will complete a punch list for final project acceptance. Once all inspection items are completed and site cleaned, the Government POC will accept work delivery.
6. GOVERNMENT FURNISHED EQUIPMENT OR
MATERIALS/INFORMATION: A GFP list will be provided as an attachment to the contract.
7. AVAILABILITY: All work on the project will take place during normal business hours, Monday – Friday, 6:30am- 4:30pm. The Contractor will be able to access the maintenance yard with pre-coordination during those hours with the exception of Federal Holidays.
