Apalachicola-Chattahoochee-Flint River Basin Hydrological Simulation of Alternative Water Management

Scenarios

Statement of Work for U.S. Fish and Wildlife Service 105 Westpark Drive, Suite D.

Athens, GA 30606 tel: 706-613-9493 fax: 706-613-6059

1.1 Introduction: The U.S. Fish and Wildlife Service (Service) has developed alterative reservoir operations for the U.S. Army Corps of Engineers’ (Corps) reservoirs in the Apalachicola- Chattahoochee-Flint (ACF) River Basin to ensure the protection and conservation of fish and wildlife resources. These operations must be simulated to evaluate effects on river flows and reservoir levels.

1.2 Location: The majority of the work will occur at the contractor’s facilities, but may involve travel to other work sites, including USFWS offices.

1.3 Period of Performance: The period of performance shall begin on or about May 15, 2015 to May 14, 2020

1.4 Physical Security: The Contractor shall be responsible for safeguarding all government equipment, information, and property provided for Contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.5 Contractor will provide oral and written evaluation of the ACF Water Control Manual Update Response to Planning Aid Letter and additional data and model output supplied to the Service (June 30, 2015)

1.6 Contractor will use hydrological routing model to test alternatives generated by the Corps and the Service. This includes the Corps’ response to the USFWS Planning Aid Letter (June 30, 2015).

1.7 Contractor will be required to run up to six hydrological simulations for the ACF per day and include results in the form of performance measures by the close of business each day.

1.8 Contractor will provide technical expertise to USFWS staff during the development of the Fish and Wildlife Coordination Act Report and NEPA evaluation as requested (continuous through May 14, 2018)

1.9 Contractor will provide model output, as requested, that can be used as input to a separate estuary salinity model (June 1, 2015)

2.0 Contractor will provide ACF hydrological routing model training sessions to USFWS staff as requested (continuous through May 14, 2018)

2.1 The contractor will document the process and findings by providing a narrative report in the form of a scientific paper suitable for peer review.

2.2 The contractor will maintain a working version of the hydrological routing model to simulate surface water flow in the ACF Basin. These specifications are confidential, pre-decisional elements of technical assistance that may be provided to the Corps and the states of Alabama, Florida, and Georgia by the Service and other federal agencies. Contractor will be required to sign a confidentiality statement.

2.3 The contractor will document the changes made to the model, both within the model itself, and in an interim and final narrative report.

2.4 The contractor will provide each model file (inputs, outputs, model structure) to the Service.
