to complete projects. Each TO will state the services required and time for completion.

Amendment 1

5/8/2015

The following changes to the solicitation are in effect as of May 8, 2015.

1) See Revised Pages 3 and 5

A) Delete the following language on page 3 and anywhere else in the document that it may appear -

"During Phase 2, Individual Orders will be negotiated with number 1 ranked firm, if unable to come to a binding agreement, negotiations will be ended and negotiations will start with the second firm."

B) Add language in the general scope of work to indicate that some projects will be in tidally influenced wetlands and streams. Add a Section

1.2.3 under "Location of the Project Work" on page 5, as follows:

1.2.3 Projects may be located in various habitat

types, including both inland and tidally influenced wetlands and streams.

Applicable Service Contract Act prevailing wage determination will be provided with each Task

Order.

Questions and Answers

1. Can the 5 example projects come from the team, or do they solely need to come from the Prime?

Answer: Yes the 5 examples projects need to come from the Prime.

2. Under #1, does the stipulation (subcontract less than 50%) refer to every project, or the complete 5 year solicitation term?

i. Answer: The 50% pertains to the Prime contractors overall involvement on each Task Order

3. Can #5 and #8 come from the team ¿ or do they need to come from the Prime?

i. Answer: We are evaluating for two prime contractors who have experience and capability to do at least 50% of all projects. If subs were to provide the answers to the questions, then we would not know that the prime has the capability to do the work. If the prime has worked on a prior project with a specific sub then I would say they have the experience.

4. Who is/are the technical lead(s) from USFWS on this contract?

i. Answer: Usually the lead USFWS biologist where the project will be located and partnering cooperators.

5. The solicitation says that 50% of the contract must be served by the prime firm. If two small businesses team on the project -- is it acceptable for them to share the responsibilities and percentage of workload --as one prime?

i. Answer: See number 1 above.

6. Typically we use the SF330 Section E for federal submittals, do you have a preference for resume formats?

i. Answer: We are not considering this A & E or Construction, This is for a Service Contract

Award against Product Service Code F ¿ Natural

Resources and Conservation Services. Service

Contract Act prevailing wage determinations will be provided with each Task Order as applicable.

7. Are we restricted to five key personnel for resume submittal or would it be acceptable to have additional resumes for interdisciplinary staff?

i. Answer: The evaluation team will only look at the first five key personnel resumes.

8. Is there a page limit preference on resumes?

i. Answer: Resumes should not be more than 2 pages each and are part of the Management Experience: FACTOR 3

9. Do subcontractors need to be signed up with

SAM?

i. Answer: Not at this time. It is recommended that any potential government contractor be registered.

10. Is it recommended that Subcontractors also have a FEDCONNECT registration?

i. Answer: It is recommended that any potential government contractor be registered.

11. In Factor 1 of the RFP, you ask for ¿offerors [to] submit five past complex

conservation/restoration projects¿¿ Are we limited to five projects for the entire team, or can we submit project examples for subconsultants in addition to the Prime¿s five?

i. Answer: See number 1.

12. Sections E, H and I appear to be directed at construction contractors, not A&E design firms.

Was this an oversight, or does the USFWS seek bidders to also have a construction branch?

i. Answer: We may have some Service Contract Act ¿construction¿ see Page 3

13. Similarly, in Section M, in the second paragraph under Factor 1 and bullet 5 under

Factor 3, it is stated that a Project Management

Plan and Safety Plan should be submitted:

i. Answer: no-comment

ii. Answer: Project Management Plan and Safety Plan can come as an attachment, and not be counted against the 10 page limit.

14. Should project examples and resumes be provided in SF 330 format?

i. Answer: no comment

15. If resumes from 5 key staff are required, are these included in the 10-page limit for Volume 3?

i. Answer: yes

16. 15. In the middle of page 2 of the RFQ it states, ¿During Phase 2, Individual Orders will be negotiated with number 1 ranked firm, if unable to come to a binding agreement, negotiations will be ended and negotiations will start with the second firm.¿ Is it the intent of the USFWS to work with mainly one firm/team, or do you think that there will be reasonable opportunity for firms ranked 2nd, 3rd, or 4th to also have work under this IDIQ? As written you have created a situation that is `winner takes all¿. Is that your intent?

i. Answer: verbiage changed

17. Page 41, Item 1 states, ¿Must be able to complete projects without needing to subcontract more than 50% of project budget for completion of discrete project tasks.¿ Does this mean that the subcontractor can only use up to 50% of the total project budget, or that the subcontractor can only use up to 50% of each project task?

i. Answer: The plan is to only have at least two base contracts and request task order

proposal from those each time we have a requirement. If one of the awardees doesn¿t have a specialty and we need it and the other does, then we would ask the requester to send a justification memo recommending the one contractor that could provide the service.

18. We have considerable fish passage and fish barrier design and construction experience in

Montana. Item 8, page 41 states, ¿Must have completed successful restoration projects in

Washington, Oregon or Idaho entailing assessment, planning, recommending and restoration oversight for the following types of projects: roughened channel design; fish passage at small dams that meet state and federal passage requirements, and fish passage at road crossings that meet state and federal passage requirements.¿ If we do not have fish passage experience in the three states listed, but do have experience in other states, would we be disqualified from bidding on the solicitation? Or is the fish passage experience in those three states simply preferred?

i. Answer: The intent is not eliminate or disqualify any firms. But to acknowledge experience in specific areas. The Pacific

Northwest is unique in terms of many of the species present, life history requirements of these species, habitat types, climate, geology, and the rules and regulations that govern restoration activities. Previous experience with all these factors is important to successful restoration projects.

19. Why is the IDIQ titled ¿Wetland Restoration¿ if all of the example projects on page 5 (section

1.4.4) are fish passage and stream restoration projects? Will more wetland focused projects be forthcoming?

i. Answer: I change the title a couple of times trying to figure out what would fit and still be descriptive of the requirement, maybe I didn¿t do so well. Additional wetland and stream projects not identified in the solicitation are expected to be forthcoming.

20. Is this RFP associated with a specific program within the USFWS? Another way to ask this is, do the example projects listed in the

RFP have any relationship to one another, such as anadromous fish habitat improvements, etc. or are they completely unrelated projects?

i. Answer: Our Partners for Fish and Wildlife Continued ...

Program, Coastal Program & various fisheries programs is interested in these awards to simplify the process by having set awards for projects as they become known.

21. Is more information available on the 5 listed projects on page 5 of the RFP? For example, are they mainly focused on in-stream work, or are they more focused on riparian or wetland restoration?

i. Answer: not all projects are known, but the types of expertise needed to do them are listed in other areas of the solicitation.

22. Is wetland experience in estuaries and coastal areas a requirement under this IDIQ?

Another way to ask this is, will the USFWS contract with a firm that only does work in freshwater?

i. Answer: no, The way it¿s written now, we¿re not requiring experience in coastal and estuarine areas, but some projects will likely be in these areas.

23. Will the USFWS look unfavorably at teams that have more than one firm on them? If so, how would that be reflected in the scoring?

i. Answer: Team information is not needed unless the prime is providing the names of their key personnel. The evaluation factors are going to be based on the primes experience to include previous subcontractors. (but, not new teams that haven¿t worked with the Prime ¿ that would basically show that the prime didn¿t have the experience with that sub.)

24. Does the USFWS want teams that can do everything, or would you consider having qualified vendors that specialize in specific disciplines or geographic areas?

i. Answer: we need qualified prime contractors who can do the projects and are familiar with the geographic areas.
