Specialized Experience and Technical Competence of Staff states, "The firm must have registered and licensed personnel, either in-house or through consultants, in the following key disciplines and areas of expertise".
In addition to the standard professional licensure for architects and engineers, do the following specific registrations also satisfy this particular requirement, or is professional architecture or engineering licensure the only acceptable qualification?

are only offered at:
California Polytechnic State University
University of Maryland
Worcester Polytechnic Institute
Since this represents a limited pool of professionals that can meet this requirement, we were wondering if a degree in Mechanical
Engineering combined with membership in SFPE and a 25 year career of fire protection engineering, would also satisfy the fire protection engineering training requirement.
No, a degree in Mechanical Engineering does not satisfy this requirement. The requirement is for a Licensed Fire Protection Engineer who has a degree in Fire Protection Engineering from an accredited University with a minimum of five (5) years of experience.
9) Based on the fact that this procurement is being solicited under NAICS Code 541310 --
Architectural Services, are you looking for only architecture firms to serve as the prime contract holder?
The primary NAICS code for the contract is
Architecture, the intent is for the contract is to provide full service Architectural and
Engineering services for full facility design capability. Of paramount importance is the team experience and past performance with the facility types listed in the solicitation.
10) Would a firm that provides only MEP engineering services be precluded from serving as the prime contract holder?
A submission which only demonstrates Mechanical, Electrical, and Plumbing experience and past performance would not be considered responsive to the solicitation requirements and the intent of the contract.

12) In the Solicitation under 1, Subcontracting
Plan Requirements, it states that "if the selected firm is a large business concern a subcontracting plan consistent with FAR 19.7" will be required prior to contract award?
It goes on to state the percentages of work required for each type of small or disadvantaged business. If the firm selected is a small business, is any subcontracting plan required?
Any small business or 8a firm are not required to have a subcontracting plan.
13) In the Solicitation under 3, Selection
Criteria, A, one type of experience requested is
"developing design build request for proposals".
Is the intent for the A/E team to develop
"bridging documents" for use by other design-build entities or is the intent that the
A/E team should include a design-build entity such as a contractor or construction manager?
The intent of the solicitation is for the team to have experience developing documents from which a design build contract could be awarded to the construction industry.
