| Award Data | Description |
| 1. Single Source Justification Criteria | 505 DM 2.14, B(2) continuation of an activity presently being funded, B(3) legislative intent, and B(4) unique qualifications (technical expertise). |
| 2. Recipient or Type(s) of Eligible Recipients | Fisheries Foundation of California (FFC) |
| 3. Award Amount | 60,420 |
| 4. Overview - Specific or Generic | The Stockton Office of the U.S. Fish and Wildlife Service (USFWS), Anadromous Fish Restoration Program (AFRP), may fund (contingent on avalability of funds) adult salmonid escapement and spawning surveys and the operation of a 5-foot rotary screw trap on the Cosumnes River for the purpose of assessing juvenile migration of Chinook salmon, steelhead, and other fish species in the Cosumnes River. The recipient, Fisheries Foundation of California (FFC), is already in possession of a rotary screw trap that can be used for this effort. FFC has an agreement with the California Department of Fish and Game that this trap will remain available for use in the Cosumnes River into the foreseeable future. The purpose of these surveys and monitoring efforts are to provide data to the AFRP necessary to fulfill the program commitments to restoration activities, and the doubling of natural production of salmon in the Cosumnes River. Adult return, spawning, and juvenile outmigration data has not been funded on a consistent basis on the Cosumnes River in the recent past and much of the data that is gathered comes from in-kind and volunteer work performed by Fisheries Foundation of California staff. Additionally, juvenile salmonid outmigration data has been extremely limited in both time and scope. Data gathered during these surveys will help inform AFRP’s efforts to meet the objectives of 1) improving habitat for all life stages of anadromous fish through provision of flows of suitable quality, quantity, and timing, and improved physical habitat; 2) improving survival rates by reducing or eliminating entrainment of juveniles at diversions; 3) improving the opportunity for adult fish to reach their spawning habitats in a timely manner; 4) collecting fish population, health, and habitat data to facilitate evaluation of restoration actions; 5) integrating habitat restoration efforts with harvest and hatchery management; and 6) involve partners in the implementation and evaluation of restoration actions. |
USFWS intends to award the FFC a single source grant in accordance with Section 3407(e) of the Central Valley Project Improvement Act (CVPIA). This award supports the continuation of ongoing work where FFC has completed fish passage and aquatic restoration projects for AFRP and is uniquely qualified to accomplish the monitoring activities due to technical expertise in fish and water issues in the Cosumnes River. FFC has many of the necessary permits to perform these activities already in place and has applied for all additional required permits. FFC also has existing land owner agreements in place to access the monitoring locations along the Cosumnes River. An in kind cost share of $5,000 is anticipated. Period of performance is planned for 5 years.
