About this file

This document is a Justification for Sole Source Award under FAR 8.405-6 for the U.S. Department of Interior's Bureau of Safety and Environmental Enforcement (BSEE). The justification seeks a 60-day contract extension with Armada, Ltd. (Contract Number: 140E0122F0046) for personnel vetting and National Security program support. The extension is critical due to upcoming federal employee retirements, the rollout of Trusted Workforce 2.0, and increased workload that will require continued contractor support for administrative tasks related to investigative questionnaires and personnel vetting.

The sole-source extension is necessary to maintain operational continuity, particularly as federal workforce capacity is decreasing and new personnel need to be vetted across BSEE and its client organizations. The contract supports compliance with security regulations including 5 CFR 731, Security Executive Agent Directives 4, 6, and 7, and Homeland Security Presidential Directive 12, ensuring only trustworthy individuals have access to sensitive information, people, and facilities. The current contract's expiration date is May 9, 2025, and the proposed extension will help bridge the gap during a transitional period.

Justification for Sole Source Award under FAR 8.405-6

1. Contracting Activity: The U. S. Department of Interior (DOI), Bureau of Safety and Environmental

Enforcement (BSEE), Acquisition Operations Branch (AOB)

2. Contract Information:

Contract Number: 140E0122F0046

Contractor Name: Armada, Ltd.

Current Expiration Date: May 9, 2025

Requested Extension Period: 60 days

3. Description of the Requirement:

The current contract supports essential personnel vetting and National Security programs as mandated by

5 CFR 731, Security Executive Agent Directives 4, 6, and 7, and Homeland Security Presidential

Directive 12. These regulations are critical for ensuring that only vetted, trustworthy, and reliable individuals have access to sensitive information, people, and facilities for BSEE, BOEM, OS, OSMRE, and other client organizations.

4. Justification for Sole Source:

Due to an imminent change in government needs, a new contract for these services will not be awarded;

however, extending the current contract for an additional 60 days is necessary to maintain continuity of operations. The following points outline the reasoning for the need for continuation of these services for the next 60 days and in accordance with FAR 8.405-69a0(1)(C) demonstrate that the work is a logical follow to the original FSS order:

• Upcoming Retirements: There are notable upcoming retirements of federal employees within the branch whose positions will not be backfilled. This decrease in federal workforce capacity will significantly increase the reliance on contracted personnel to maintain operational effectiveness.

• Support for Trusted Workforce 2.0: The rollout of Trusted Workforce 2.0 requires prompt completion of investigative questionnaires from all onboard personnel. The contract staff are integral to this initiative, assisting in administrative tasks and the initiation of required investigative forms, which ensures timely compliance with the program. With out the contract personnel, a backlog would occur in processing.

• Increased Workload: Beyond the immediate need for personnel vetting, following the transition of federal staff, there will be additional contractual needs for vetting new personnel for both BSEE and its client organizations, further compounding the workload that current contract staff are equipped to handle.

5. Proposed Action:

It is proposed that the current contract be extended by 60 days under a sole-source justification to allow the contractor to continue providing the necessary personnel support without interruption.

6. Conclusion:

The continuation of services provided under this contract is critical to maintaining operational readiness.

Given the unique qualifications of the contractor and the urgent need that has arisen, a sole-source extension for 60 days award is made under FAR 8.405-6(a)(1)(C) in the interest of economy and efficiency, the new work is a logical follow-on to the original FSS order.
