Federal Supply Schedule (FSS) Sole Source Justification
This document is a sole source justification for a modification to an existing GSA FSS contract awarded to Kastle Systems, LLC. The Department of Interior's Office of Special Counsel (OSC) requires monitoring, access control services, support, and maintenance for its headquarters facility security system, which comprises Homeland Security Presidential Directives (HSPD)-12 contactless card readers, cameras, water sensors, and temperature sensors. The original order (140D0424F1320) was issued to Kastle Systems under GSA Contract GS-07F-004GA, with a 12-month base year and two 12-month option years beginning September 23, 2024.
On May 22, 2026, OSC requested a modification to install new wiring for point-to-point monitoring, which separates each card reader onto its own channel to more accurately identify problem areas. This modification does not update existing hardware and is anticipated to take approximately 3-4 weeks for installation. The rewiring will increase the Option Year 2 maintenance rate and increase the total contract value. The Contracting Officer determined this modification constitutes new work requiring sole source justification under GSAR 538.7104-3(b)(1)(ii), as Kastle Systems is the only authorized monitoring service center for this proprietary hardware. The vendor contact is Adam Partridge at Kastle Systems, LLC, 6402 Arlington Boulevard, Falls Church, VA 22042 (703-247-0459, apartridge@kastle.com), SAM UEI: QNG6P3YKN7F6.
