About this file
This is a Performance Monitoring Plan (PMP) template that grantees awarded under the U.S.-Nigeria Creative, Digital, & Innovation Economy Initiative must complete and use for ongoing project accountability. The template requires applicants to structure their projects around three key components: project objectives (limited to three), indicators to measure progress toward those objectives, and major activities with corresponding completion milestones. Each objective must be paired with direct, objective, and practical indicators that include definitions, target values, baselines, and data sources. The template provides one example objective ("Foster Public Engagement & Political Discourse") with associated activities and milestones, while leaving two additional objectives blank for applicant customization. Grantees are required to report quarterly to the Grants Officer on their agreed-upon indicators and milestones, provide narrative assessments of progress, and flag any issues affecting performance. The PMP emphasizes that project results—defined as outcomes and lasting impact—should take priority over activities alone, ensuring that grant implementation focuses on achieving measurable, substantive project outcomes rather than merely executing planned actions.

Guidance for Applicants
A successful Performance Monitoring Plan ensures that applicants focus on achieving project results, rather than just activities. Results are the outcomes and lasting impact the project. Activities describe specific actions undertaken over a specific time to achieve results.
The key elements of the PMP are:
a) Project Objective(s): statement of the expected results of the project for which implementers will be held accountable
b) Indicators: measures used to gauge progress towards objectives — indicators should be direct, objective, adequate and practical.
c) Project activities: major actions carried out with grant funds; activities are directly linked to and adequate for the achievement of the project objectives.
d) Milestones: target date for the accomplishment of each major activity within the timeframe of the project.
