COMPETITIVE

COMBINED SYNOPSIS / SOLICITATION

Title: Acquisition of five Molecular Devices ImageXpress Confocal High-Content Imaging

Systems and one FLIPR Penta high-throughput cellular screening system with customization and software

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is 75N95021Q00379 and the solicitation is issued as a request for quotation (RFQ).

This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures;

FAR Subpart 13.5— Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06, dated 07/12/2021.

(iv) The associated NAICS code 334516 and the small business size standard is 1000 employees. This requirement is full and open competition with no set-aside restrictions.

(v) Project Requirements:

See Attachment A – Project Requirements for full list of required brand name or equal equipment.

Total shipping price must be included in each offeror’s quote.

Salient Characteristics:

The salient characteristics of the HS-EMCCD camera include:

• Real-time screening of iPSC-derived cardiomyocytes or neurons, GPCRs, and ion channels.

• High speed, high sensitivity EMCCD camera for both fluorescent and luminescent detection

• Data acquisition of up to 100 Hz (flourescence) and up to 2Hz (Luminescence)

• Peak Pro 2 analysis module with easy oscillation anomaly detection

• Over 30 peak measurement options

• Compatible with the FLIPR Tetra

• Able to operate with the FLIPR Tetra under a Molecular Devices service plan

The salient characteristics of the High- Content Imaging System include:

• Eight imaging channels with laser excitation enable more assay flexibility, higher image brightness, and will be able to use targeted imaging such as QuickID.

• Automated Water Immersion objectives offer greater numerical aperture and matched refractive index between the sample and the immersion media for enhanced resolution and decreased aberrations.

• Micro-lens enhanced spinning disk confocal provides a flat field of view for more accurate and reproducible image analysis.

• Shorter exposure times generate up to a two-fold boost in scan speed. FRET experiments using lasers for CFP and YFP expand research.

• IN Carta Image Analysis Software will perform complex segmentation and classification.

• Phenoglyphs will provide a robust trainable classification, and SINAP will provide trainable segmentation for any image type.

• Must accelerate analysis speeds by 40X with multi-threaded, parallel processing with

MetaXpress® PowerCore Software. Will reduce time from hours to minutes, eliminating 3D analysis as a bottleneck.

(vi) Delivery/Inspection:

Offerors shall provide on their quote a good faith delivery estimate from receipt of an order. The Government anticipates an 8-12 week lead time for delivery. Delivery, inspection, and acceptance will be performed at NCATS located at 9800 Medical Center Drive, Rockville, MD 20852.

(vii) The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition.

(viii) The provision at FAR clause 52.212-2, Evaluation – Commercial Items, applies to this acquisition.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the lowest-priced, technically acceptable offer.

(ix) Offerors are to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer.

(x) The FAR clause at 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition.

The following FAR provisions or clauses are incorporated by reference:

52.211-6, Brand Name or Equal 52.204-7, System for Award Management (Oct 2018) 52.204-13, System for Award Management Maintenance (Oct 2018) 52.204-16, Commercial and Entity Code Reporting (Jul 2016) 52.204-18, Commercial and Entity Code Maintenance (Aug 2020) 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services of Equipment HHSAR 352.222-70, Contractor Cooperation in Equal Employment Opportunity Investigations (December 18, 2015).

52.212-4(g), Invoice, is supplemented by the NIH Invoice and Payment Instructions (2/2014).

(xi) FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders–Commercial Items, applies to this acquisition

(xii) HHS reserves the right to exercise priorities and allocations authority with respect to this contract, to include rating this order in accordance with 45 CFR Part 101, Subpart A - Health Resources Priorities and Allocations System.

(xiii) The offeror must complete and return FAR 52.204-24 with its offer.
