(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is 75N95021Q00406 and the solicitation is issued as a request for quotation (RFQ).

This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures;

FAR Subpart 13.5— Simplified Procedures for Certain Commercial Items; and FAR Part 12—Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06, dated 07/12/2021.

(iv) The associated NAICS code 325998 and the small business size standard is 500 employees. This requirement is conducted competitively using a total small business set aside. Offers from Other than Small Businesses will not be considered.

(v) Project Requirements:

• Please see Attachment 1: List of Required Compounds

Total shipping price must be included in each offeror’s quote.

Offerors wishing to provide a quote must be able to fulfill the entire list of Required Compounds to be considered for award. Quotes that offer only partial list fulfillment will not be considered for award.

Partial Shipments will be accepted, as the Government anticipates certain compounds to be available sooner than others.

Salient Characteristics:

1. Small molecules must have validated biological and pharmacological activities.

2. Must be available for high-throughput screening (HTS) and high-content screening

(HCS).

3. Must come with detailed biological and chemical information with LC/MS and NMR reports to ensure high quality.

4. Each small molecule must be guaranteed to have a purity of >95% (accuracy +/-5%) that is to be confirmed by NMR and/or LCMS spectra.

5. In addition to the molecules themselves, the Contractor must be able to provide the following electronic information for each required molecule: chemical structure or simplified molecular-input line-entry system (SMILES) or equivalent chemical structure information, supplier ID, plate ID, well location, tube ID, concentration in millimolar, and volume in microliters. This information shall be provided via email referencing individual compound vial barcodes.

(vi) Delivery/Inspection:

Offerors shall provide on their quote a good faith delivery estimate from receipt of an order. Delivery, inspection, and acceptance will be performed at NCATS located at 9800 Medical Center Drive, Rockville, MD 20852.

(vii) The provision at FAR clause 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition.

(viii) The award resulting from this solicitation will be made to the responsible offeror whose proposal is most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotations: Technical Capability, Past Performance, and Price.

(ix) Offerors are to include a completed copy of the provision at FAR clause 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer.
