About this file

This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document dated March 2026, classified as Controlled Unclassified Information (CUI). The acquisition dollar value is less than $10 million.

The 60th Contracting Squadron at Travis Air Force Base (TAFB) under Air Mobility Command (AMC) seeks to award a sole source contract to Planes of Fame Air Museum in Chino, California for static demonstration services supporting the TAFB Wings Over Solano Airshow scheduled for April 24-26, 2026. The required services include static display of three vintage aircraft—one F-4U Corsair, one P-38 Lightning, and one SBD Dauntless—with comprehensive airshow support encompassing planning, practice, and execution phases. The contractor must provide all necessary personnel, tools, materials, and supervision, with personnel arrival required on or before April 23, 2026, and departure no later than 8:00 AM on April 27, 2026. The anticipated contract type is firm fixed-price, with pricing based on historical data gathered by Wing XP.

The justification for sole source award is grounded in 10 U.S.C. 3204(a)(1), citing only one responsible source and no alternative supplies or services satisfying agency requirements. Market research conducted per FAR Parts 6, 8, and 10 included searches of AbilityOne and AF LaunchPad (both yielding no results), small business databases under NAICS 711219, and local air museums within reasonable distance to TAFB. A 15-day presolicitation notice was posted on sam.gov with no responsive vendors. Planes of Fame Air Museum is the only local vendor possessing all three required aircraft, and a previous similar acquisition with Palm Springs Air Museum proved infeasible due to aircraft inventory differences. The contracting officer bears responsibility for determining fair and reasonable pricing per RFO Subpart 15.4, with continuous market research planned to identify alternative sources and preclude future single-source acquisitions.

I. Agency and Contracting Activity (RFO 6.104-1(a)(1)):

Agency: AMC Contracting Activity: 60th Contracting Squadron, Travis Air Force Base (TAFB)

II. Nature and/or description of the action being approved (RFO 6.104-1(a)(2)):

This document approves the award of a contract on a sole source basis to Planes of Fame for static demonstration services of one F-4U, one P-38, and one SBD Dauntless in support of the TAFB Wings over Solano Airshow. This justification is made on an individual basis.

III. Description of supplies/services required to meet agency needs (RFO 6.104-1(a)(3)):

The TAFB Wings Over Solano Airshow requires static demonstration services of one F-4U, one P-38, and one SBD Dauntless.

The Contractor shall provide all personnel, tools, materials, supervision and other items and services necessary for Aerial Static Demonstration services. Additionally, the Contractor shall provide comprehensive services for the 2026 Travis AFB Air Show from April 24-26, 2026. This includes all planning, practice, and execution phases. IV. Statutory Authority Permitting Other Than Full and Open Competition (RFO 6.104-1(a)(4)):

10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

V. Rationale for Use of Authority (RFO 6.104-1(a)(5)):

The Airshow requires stringent timeline in transporting the aircrafts. With the fast transportation turn-around, the government determines that only local vendors is capable of successfully meeting the requirement. Market Research concluded that amongst the local businesses capable of providing static display aircrafts, only Planes of Fame Air Museum has the capability to meet the governments need. Planes of Fame Air Museum is the only local business, located at Chino, CA, that has possession of all three aircrafts (F-4U, P-38, and SBD Dauntless) that the government require to satisfy the static demonstration services for the TAFB Wing Over Solano Airshow. Additionally, a pre-solicitation notice was posted for 15 days to identify other capable sources, no other vendor responded with capabilities.

VI. Integrated Market Analysis and Efforts to Solicit Competition (RFO 6.104-1(a)(6), (8), and (10)):

Market Research was conducted in accordance with FAR Part 6, FAR Part 10, and FAR Part 8 to confirm commercial market capability, find capable contractors, and promote competition.

Below highlights the specific actions taken in order:

1. AbilityOne was searched for aircraft static display capabilities but found no results.

2. AF LaunchPad was searched for aircraft static display capabilities but found no results.

3. A Small Business Search was conducted for NAICS 711219 but found no capable Small Business contractor under this

NAICS.

4. Mission Partner's Market Research/Vendor Outreach: Wing XP suggested a source based on the types of aircraft needed, the F-4U, P-38, and SDB Dauntless. The source provided is Planes of Fames Air Museum, Chino CA (Large Business) who currently possess all three of this aircraft in their inventory (https://planesoffame.org/aircraft). A vendor outreach was performed, confirming Planes of Fames Air Museum capability to provide the required services.

March 2026 Page 3 of 3March 2026 Page 3 of 3

5. Previous Acquisition: A highly similar acquisition, FA442724P0021, was sole sourced to Palm Springs Air Musem Inc. This previous acquisition required different aircrafts for static display namely, the P-51 and C-47. An inventory search was conducted in their website for the availability of the F-4U, P-38, and SBD Dauntless. Results showed that they do not carry these aircrafts.

6. Local Air Museum Search: Local air museums (within reasonable distance to TAFB due to the fast turn-around transportation requirement of the PWS) were searched for the capability to provide the F-4U, P-38, and SBD Dauntless. No other local air museums were found to be capable of providing all three.

7. Pre-solicitation Notice: A presolicitation notice was posted in Sam.gov for 15 days IAW with the new FAR Overhaul guidance in FAR 5.101. No other vendor responded with capabilities.

VII. Determination of Fair and Reasonable Cost (RFO 6.104-1(a)(7)):

The Contracting Officer is responsible for evaluating, determining, and documenting the anticipated contract cost/price is fair and reasonable in accordance with RFO Subpart 15.4, Contract Pricing.

VIII. Any Other Facts Supporting the Justification (RFO 6.104-1(a)(9)):

N/A

IX. Actions to Overcome Barriers to Competition (RFO 6.104-1(a)(11):

Continuous market research will be conducted to find sources that is able to fulfill the requirement. With continuous market research, we'll be informed of any market changes allowing us to preclude future single source.
