About this file

This document is a Memorandum for Record justifying an exemption to synopsis requirements for a vehicle repair contract. The 149th Fighter Wing of the Air National Guard seeks to directly award a contract for repairing a government blue fleet F-350 vehicle, with an estimated cost between $15,000 to $16,000, which falls below the Simplified Acquisition Threshold. The vehicle has been inoperable since 2024, and further delay could create operational limitations for the maintenance unit and potentially incur additional diagnostic and towing expenses.

The government intends to make a direct award to a small business vendor registered in the System for Award Management (SAM), using the authority of 10 U.S.C. 3204(a)(2) for Unusual and Compelling Urgency. The solicitation number is W50S78-25-P-A004, with the repair to be performed at Joint Base San Antonio-Lackland, Texas. The contracting officer, Mark Green, can be contacted at 210-925-7127 or mark.green.23@us.af.mil for any questions or concerns regarding this procurement action.
