The end items shall be reassembled to furnish a totally rebuilt item and shall be restored to original life expectancy, or nearly so, in a facility owned and/or operated by the Contractor or Subcontractor.
Upon contract award, this PWS will become a binding agreement between the U.S. Government (USG) and the Contractor. The scope of this contract remains in effect under the terms of the basic contract and all applicable modifications until completion of the duration of the contract or exhaustion of the contract ceiling.
1.1 Work Compliance
All work performed by the Contractor shall comply with Instructions and Technical Data requirements contained in this PWS. Any end items deemed to be outside technical specifications identified in the latest applicable Technical Order will be handled under over-and-above (O&A) work procedures IAW the latest DFARS & AFARS clause. All O&A work requests must be authorized by the CO prior to accomplishment. The US Government shall not be held liable for reimbursement for any unauthorized work tasks.
1.2 Maintenance
This PWS defines remanufacture and supply requirements to support U.S. Air Force F-15 heat sinks under a 1-for-1 exchange program. The objective of this contract is to obtain remanufacture and supply support to accomplish the work requirements specified herein. This PWS identifies the F-15 heat sink requirements associated with remanufacture requirements under a 1-for-1 exchange arrangement. The heat sink exchange process will be awarded on a Firm Fixed Price (FFP) and exercised on a two (2) year base period and two (2), four (4) year option periods.
It is the intent of the Government under this contract that the Contractor will induct funded end item(s) (for the purpose of this contract, end item is defined as the NSN listed under each Contract Line-Item Number (CLIN) and remanufacture of that end item and its subcomponents. Items are to be remanufactured to a serviceable operating condition. Increases or decreases in work, which impact the maintenance facility or the Government, will be sent through the ACO/CO for negotiation and approval, prior to beginning work.
1.3 Special Testing
The Contractor shall not design, develop, or manufacture tooling or test equipment of a specialized nature as a requirement under this work specification without the express direction of the CO through the ACO.
1.4 Function
The functional capabilities for which the end item was designed shall not be changed, modified, or altered without approval from a government engineer via the Engineering Change Proposal (ECP) process.
1.5 Rework Testing
Upon receipt of end item returns the Quality Assurance Representative (QAR) and contractor shall undertake the Product Quality Deficiency Reporting (PQDR) investigation to determine the cause of the defect. The investigation report will be forwarded to Hill 417th SCMS/GUEA Engineer for review and concurrence. The data contained within the report should be based upon objective evidence that unsatisfactory material was utilized. The final report will be provided to the ACO, PCO, and PM. Based on the findings the normal over and above work request procedures will apply for incurred costs.
1.6 Modification and Reliability
The Contractor shall expend no effort under this PWS for additional engineering design or development of the items or components; however, suggested reliability or maintainability improvements are welcomed.
1.7 Survivability
The Contractor will return the recoverable end items to the original specifications of the item, except as noted in the applicable engineering change orders. The Contractor shall perform a checkout of each completed end item to assure serviceability prior to presentation to the Government.
1.8 Non-Essential Service
This effort is considered a Non-Mission Essential Service. Sufficient ‘F’ condition assets must be in AF supply at the time the DO is placed. Example, if the program team issues a DO for a qty of 50, then 50 ‘F’ condition assets must be in AF supply ready to ship to the contractor meeting the 1-for-1 Exchange Requirement. The contractor will be required to receive and report all unserviceable asset IAW the CAV AF process identified in the CAV AF Reporting Requirements document.
The contractor will have 240 days ARO at a rate of 50 per month to return either a newly remanufactured or a 2-for- 1 overhauled heat sink to the government in serviceable condition. The PLT and capacity will be negotiated for this specific effort. All serviceable assets completed by the contractor and are ready for shipment back to the Government shall be considered serviceable material completed (shipped) by the contractor.
At the completion of the exchange period, a measurement will be taken to determine the quantity of serviceable assets shipped (or ready for shipment) by the contractor. Any CLIN quantities not delivered by the exchange day requirement will be subject to the OTD disincentive identified in section 12 below.
8.2 Best Estimated Quantity
At the completion of each Escape/D200A quarterly/summary cycle, the Government will send the contractor a 3-year forecast, Best Estimated Quantity (BEQ) of expected assets to be remanufactured at the contractor’s facility.
The BEQ provided to the contractor will be calculated within Escape/D200A using the latest demands, program, levels, lead times, etc.
The BEQ will only represent the anticipated forecast of what may be placed on a DO within the 3-year timeframe and will not represent an actual or formal DO request to the contractor. The data provided shall only be used as an estimate to assist the contractor in forecasting purposes and will not be considered an official order placed by the government. d. Structural parts for dents, punctures, cracks, oversized holes, evidence of chafing, corrosion, and deterioration
8.4 Used Carbon Measurement
The contractor shall measure and report each F-15 heat sink rotor and stator received for use in the remanufacture exchange process. The results of this testing will provide a yield rate for used F-15 carbon to be remanufactured into the 2-for-1 configuration. Each F-15 carbon rotor and stator measurement shall be recorded by serial number and reported IAW the applicable CDRL found in section 2 of the PWS.
The Contractor shall completely or substantially disassemble each item down into individual components to accomplish inspection, testing, fault isolation and maintenance IAW Technical Data listed in Section 12 as applicable and Government Approved Contractor Technical Data. All disassembled components, if usable, may be commingled with existing inventory and, as such, lose their identification with respect to a particular piece of equipment.
8.5 Remanufacture
