Justification for Exception to Fair Opportunity

This document is a Justification for an Exception to Fair Opportunity (EFO) for a bridge contract action awarded to Oasis Systems, LLC (Astrion) by the Air Force Life Cycle Management Center (AFLCMC).

The bridge contract provides Advisory and Assistance Services (A&AS) supporting Engineering, Professional, and Administrative Support Services (EPASS) for the F-15 Division at Wright-Patterson Air Force Base. The contract action is classified as an Enterprise program with a 15-month base period (3 months from September 1, 2026 through November 30, 2026) plus a 12-month option year and optional 6-month extension, totaling approximately 21 months of performance. The estimated bridge contract value is redacted, funded through a combination of FMS administrative and case funds and USAF 3600 (R&D) and 3010 (Procurement) appropriations. The bridge contract utilizes Cost Plus Fixed Fee (CPFF) contract type with multiple CLINs (Cost Line Item Numbers) structured across CPFF Labor, CR Travel & ODC, and CR CAF categories for both USAF and FMS programs.

This EFO is justified under FAR 16.507-6(b)(6) (RFO 6.302-1 exception) on the basis that only one responsible source—Oasis Systems, LLC—can continue critical A&AS mission support for F-15. The Government determined that awarding to any other source would result in unacceptable delays in fulfilling agency requirements and create a service break for 212 Contractor Manpower Equivalents (CMEs) supporting F-15. The bridge action was necessitated by multiple protests filed against the competitively awarded FOPR 82 (awarded December 18, 2025), which caused schedule delays and created risk of work stoppage. The planned award schedule for FOPR 82 is July 20, 2026, with transition occurring July 20–August 31, 2026, followed by bridge base period start on September 1, 2026.
