About this file

This is an Amendment 1 to a Request for Bid (RFB) document issued by the University of Wisconsin - Eau Claire for exterior window and pressure washing services, designated as 2026-UWEAU-01303-RFB. The solicitation requests professional cleaning services for the university's exterior facilities across eight buildings: Bridman Hall (50,000 sq ft), Chancellors Hall (134,000 sq ft), Governors Hall (65,000 sq ft), Kalgaard Towers Hall North/South (245,000 sq ft), Murray Hall (57,000 sq ft), Oakridge Hall (63,000 sq ft), Sutherland Hall (76,000 sq ft), and The Suites (151,000 sq ft). The scope of work includes exterior window cleaning with screen removal and reinstallation, and pressure washing of building exterior surfaces including entryways, ledges, and doors, but excludes parking lot items. All bids submitted prior to Amendment 1 must be resubmitted or will be considered incomplete. Bidders were required to submit questions by April 13, 2026 at 2:00 PM, with responses available by April 15, 2026, and final bids due April 29, 2026 at 2:00 PM through the SciQuest procurement portal. Interested parties are encouraged to conduct site visits to verify building square footage and assess access challenges.

The University does not guarantee any specific quantity or dollar amount in the contract, noting historically that window-cleaning expenses have averaged approximately $34,000 per year over the last four years, with pressure washing being a new service addition. The University may award the contract to one or multiple bidders at its discretion. Access and logistics coordination will be managed through a designated University Representative who will determine parking arrangements, screen removal procedures, vehicle routing on campus, and staging area availability. Additional related services not currently listed may be added to the contract at the University's discretion, with prices required to be consistent with existing contract rates. Storm window cleaning, where applicable, is limited to exterior panes only, with interior panels to be handled by university staff. Contractors are responsible for protecting landscaping and turf during work activities and must cover all damage costs incurred during their operations.

AMENDMENT 1

Exterior Window & Pressure Washing Service

2026-UWEAU-01303-RFB

An Amendment has been issued for this RFB. All Bids submitted prior to the Amendment will need to be resubmitted or the Bid will be considered incomplete.

Question #1 What is the estimated budget?

Answer #1 The budget for this item is reviewed annually and may change from year to year based on operational needs, pricing, and available funding.

Question #2 What is the sq footage of building listed for pressure washing.

Answer #2 Below is estimated total square footage for each building, contractors are encouraged to view buildings to confirm estimated square footage.

Building Total Building Square Feet Bridgman Hall 50,000 Chancellors Hall 134,000 Governors Hall 65,000 Kalgaard Towers Hall (North/South) 245,000 Murray Hall 57,000 Oakridge Hall 63,000 Sutherland Hall 76,000 The Suites 151,000

Question #3 Can you confirm that where pressure washing is a scope per the building that all surfaces are to be washed including, exterior building, concrete, entry ways, ledges, doors. Also are any parking lot items to be washed such as curbs, parking stops ect or just the sidewalk concrete.

Answer #3 Pressure washing building exterior surfaces, which could include entry ways, ledges and doors, but this would not include parking lot items to be washed such as curbs, parking stops, or concrete sidewalk.

Question #4 Can screens be taken off from inside of building or only outside?

Answer #4 This varies between buildings. When applicable, removal from the inside is an option.

Question #5 Is this job being awarded to only one contractor likely or if more than 1 what is max number?

Answer #5 The University may award to one or multiple bidders.

Question #6 What percentage of the work set out in the solicitation is actually going to be issued in the contract year? (all or at least 50% example)

Answer #6 The University does not guarantee to purchase any specific quantity or dollar amount. The estimated item quantities identified in this Request for Bid are for bid purposes only.

Historically, our window-cleaning expenses have averaged about $34,000 per year over the last four years. Pressure washing would be a new addition to our services, as we have not contracted for it in the past.

Question #7 Window Screens & Interior Access Based on our observations, several buildings appear to have screens that would require interior removal. We are fully prepared to handle this but would like to confirm the expected process. We noted approximately 10–12 buildings where this applies.

Will we be permitted access to rooms as needed for screen removal and reinstallation?

Answer #7 This would be worked through with the University Representative, depending on the building, building usage, and timing, UWEC staff may either grant access for contractor to remove screens, or UWEC staff may remove the screens for the contractor.

Question #8 Will there be a designated campus point of contact to coordinate access throughout the project?

Answer #8 Yes, a University Representative will be the point of contact.

Question #9 Storm Windows (Upper Campus Residence Halls) We also observed that 3–4 upper campus residence halls have storm window systems. Our current pricing reflects:

Disassembly of storm windows Hand-cleaning of interior panels and screens Exterior cleaning of remaining glass panels

Due to the additional labor required, these buildings are estimated at approximately 3x the effort of standard window cleaning. Please confirm that this level of service aligns with expectations.

Answer #9 The cleaning expectations would be cleaning of exterior panes/panels only, interior panes or panels will be handled by UWEC staff.

Question #10 Access & Site Logistics

For operational planning, we plan to operate multiple trucks and a trailer:

Will we be allowed to move vehicles throughout campus (roads and select sidewalks where appropriate)?

Answer #10 The contractor will only drive on the campus areas necessary for cleaning and allowed per campus guidelines. All allowable campus driving areas will be provided by the University Representative.

Question #11 Are temporary staging areas or overnight parking (including a trailer) permitted in designated locations?

Answer #11 Possibly, contractor would need to work with Campus Parking. As noted in the bid, the contractor would need to work with the Parking office for parking permits, and overnight parking would be granted or denied by the Parking office. Usually this is not an issue over the summer but should not be expected.

Question #12 Building Access Challenges

We noted that certain areas of buildings such as Chancellor’s Hall and Phillips Hall may present access challenges due to tree coverage and tight working conditions. Please advise if there are any specific restrictions or preferred approaches for these areas.

Answer #12 Per 6.1. Conduct and Compliance: Contractor will ensure the protection of the garden beds and turf and will supply any necessary protective tarps and other equipment needed to eliminate damage, walking, or other disturbance. Contractor is required to notify University Representative of any damage resulting from the contractor’s activities and will be repaired at the contractor’s expense.

Question #13 Optional Add-On Services We also wanted to confirm if you would like optional pricing included for the following:

Exterior cleaning of buildings not currently listed but observed to need service:

Hilltop Center McPhee / Ade Olson Education Center Crest Wellness Center Flatwork cleaning (walkways, entrances, and concrete areas), particularly around upper campus and high-traffic zones.

Answer #13 Per 4.12. Additional Services: Additional related services may be added to this Contract at the discretion of the University. Prices shall be consistent with the Contract prices for like services currently included in the Contract.

Question #14 Are there screens covering the windows? If so, do we remove them to wash the windows underneath and then reinstall or will maintenance remove them and reinstall?

Answer #14 This varies depending on building, some buildings have screens, some do not. Vendors are encouraged to visually verify buildings with and without screens.

This would be worked through with the campus contact, depending on the building, building usage, and timing, UWEC staff may either grant access for contractor to remove screens, or UWEC staff may remove the screens for the contractor.

Question #15 Is the pressure washing for the entire building or only North sides for moss, mildew, etc?

Answer #15 Entire building.

Question #16 Who is the current vendor contracted for XXX1 Building?

1Bidder requested contract information for each building individually
