About this file

This document is an Expression of Interest from the U.S. Department of Veterans Affairs (VA) regarding a potential sole-source lease for 29,683 ANSI/BOMA Office Area (ABOA) square feet of medical space in Oakland, California. The current lease is expiring, and the VA is considering alternative space if economically advantageous.

The VA is seeking expressions of interest from building owners within specified geographic boundaries by November 8, 2024. Interested parties should provide information on available space, rental rates, tenant improvement allowances, parking, energy efficiency, and building services. The VA will use the responses to conduct a cost-benefit analysis and determine whether to compete the lease requirement or remain in the current location. The VA is limited by law to pay no more than the appraised fair rental value for the space.

The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime.
