About this file

This is a Sole Source Public Notice issued by the City of Salem, Oregon, regarding the procurement of goods on a sole source basis. The notice announces the City's intention to purchase a 2027 Solar 480 DJT Explorer boat designated for the Salem Fire Department. The first date of public notice is July 30, 2026, with an anticipated award date of August 6, 2026. Affected persons may submit written protests to the City Manager's office at 555 Liberty Street SE, Room 220, Salem, Oregon 97301, within seven calendar days of the first publication date. Any protest must be accompanied by a certified or cashier's check in the amount of $500 to cover processing costs, and must include a detailed statement of legal and factual grounds, supporting evidence, a description of resulting harm, and the relief requested.

The contract value for this sole source procurement is $11,999, with the prospective contractor being Explore AK Services, located in Wasilla, Alaska. This procurement is authorized under the City's adopted Public Contracting Rules, Section IV, which permits alternative source selection methods for goods and services. The sole source determination indicates that the specified boat model and related goods are available from only one source, thereby justifying the non-competitive procurement method.
