About this file
This document is a Statement of Need for an online seafood market data subscription by Expana for the National Marine Fisheries Service's Office for Law Enforcement (OLE). The OLE requires two specific product subscriptions from Expana: Urner Barry Online Corporate and Foreign Trade Data Online Corporate, each with 20 user licenses. The subscriptions will run for a base year from September 2025 to September 2026, with four potential option years extending through September 2030.
The Expana websites provide comprehensive seafood market data critical for OLE's enforcement mission, including market pricing, forecasts, and trade information. The Urner Barry site offers detailed analysis of over 1,000 commodities across 23 categories, analyzing 5,000+ data points for food shipments entering the United States. The Foreign Trade Data site provides shipment details including commodity names, importer/exporter information, shipment volumes, origin countries, US ports of entry, and arrival dates. These resources enable OLE special agents to track seafood markets for undervalued, black market, and illegal shipments, supporting their efforts to enforce sustainable fisheries laws and protect the U.S. commercial fishing industry.

Statement of Need
Online Seafood Market Data Subscription by Expana
Online Seafood Subscription
The National Marine Fisheries Service’s Office for Law Enforcement (OLE) enforces laws that promote sustainable fisheries and protect the U.S. commercial fishing industry from foreign Illegal, Under-reported and Unreported (IUU) harvesting of our natural resources. OLE Special Agents and
Enforcement Officers are sworn law enforcement officers with specified authority to make arrests and enforce over 37 statutes, as well as numerous treaties related to the enforcement of the Seafood
Monitoring Program under the Magnuson-Stevens Act, the Lacey Act, and IUU fishing. To effectively enforce these statutes, OLE requires current market analysis and pricing for each unique fishery located throughout the six divisional offices hosting 56 field offices across the U.S. and overseas. To meet this need, OLE has an online subscription to the Expana website for 20 users for two of their products.
The Urner Barry’s by Expana website provides comprehensive seafood market pricing and forecasts through detailed analysis of market trend information on over 1000+ commodities analyzing over
5000+ data points in 23 categories for shipments of food entering the United States. Expana provides leading agro-food focused price reporting and market analysis with full visibility of the international food markets. The subscription source website provides current pricing along with market trends and analysis.
The Foreign Trade Data by Expana website provides subscription source information for shipments entering the U.S. Data provided on the website includes, but is not limited to commodity names, importer and exporter names and addresses, volume of each shipment, origin country, US port of entry, and date of arrival.
These sites provide information which allows OLE’s special agents to track the current seafood markets for undervalued sales, black market sales and illegal shipments of incoming seafood.
Additionally, the Expana data gives OLE special agents the ability to watch fishing markets for illegal and underpriced seafood.
OLE requires ongoing services from Expana for two product subscriptions with 20 users each.
