About this file

This is a Description of Intended Single Source Purchase filing from the Florida Department of Health, Division of Children's Medical Services, Bureau of Early Steps and Newborn Screening. The agency seeks to purchase a one-year subscription to the Riverside Score Access Key software for the Battelle Developmental Inventory version 3 (BDI-3), a standards-based assessment instrument used to evaluate early child development in children from birth to three years of age. The BDI-3 measures key developmental skills and provides information for eligibility determination and intervention planning within the Early Steps Program. Early intervention providers use this software to conduct assessments and evaluations of children referred to the program. The posting was released on April 2, 2026, with a deadline for prospective vendor information submission of April 23, 2026, representing a 15 business day posting period as required by Florida Statutes.

The estimated dollar amount for this single source purchase is $63,000.00. The Florida Department of Health justifies the single source acquisition by stating that the BDI-3 is the only product available that meets the program's requirements and is currently utilized by the Early Steps Program for assessing social-emotional development domains in very young children. According to the agency's research, including information from the U.S. Department of Education and internet research, this product is exclusively sold by Riverside Assessments, LLC, dba Riverside Insights, with no alternative products available in the marketplace that satisfy the specified requirements. The purchase was approved by Sonja German, Purchasing Director, in accordance with Chapter 60A-1.045, Florida Administrative Code, and Section 120.57(3), Florida Statutes.
