About this file

This is a Description of Intended Single Source Purchase (Form PUR 7776) submitted by the Florida Department of Health (FDOH), Bureau of Public Health Laboratories. The document announces the agency's intent to procure quality control standards, calibration standards, and proficiency test samples for a one-year term. These materials are required to conduct mandatory proficiency testing for pesticides, metals, solvents, and microorganisms to maintain the cannabis laboratory's current accreditation scope as mandated by the Office of Medical Use (OMMU) under ISO/IEC 17025:2017 and Rule 64-4.309. The purchase request was posted for a minimum 15-business-day comment period to allow prospective vendors to provide information regarding their ability to supply the requested commodities. No specific response deadlines, site visits, or bidders' conferences are noted in the document.

The estimated dollar amount for this single-source acquisition is $68,545.55. Spex Certiprep LLC has been identified as the sole source provider, as the company is the manufacturer and exclusive provider of the specified chemicals and microorganisms required for the laboratory's operations. The FDOH justifies the single-source designation based on the necessity to maintain continuity of services and meet OMMU's requirement for a minimum of two proficiency tests per matrix annually. The contact for this procurement is Israel Campbell, located at the FDOH's Tallahassee office. The acquisition was approved by Sonja German-Jones, Purchasing Director.
