About this file

This is a Single Source Purchase Description (PUR 7776) filed by the Florida Department of Health, Bureau of Public Health Laboratories (BPHL), seeking authorization for a single-source procurement of annual preventative maintenance and service agreements, and supplies from Agilent Technologies, Inc. The requested commodities include laboratory equipment maintenance, chemistry test kits or supplies, chromatographic measuring instruments and accessories, and pipette tips for existing laboratory instruments: Inductively Coupled Plasma (ICP), TS Washer, Synergy HTX reader, ICP SPS Autosampler, and Crosslab Silver. These instruments are used for critical serological testing for arboviral diseases including West Nile, Chikungunya, St. Louis Encephalitis, Eastern Equine Encephalitis, and Zika. The contract term is three years. The posting date is January 21, 2026, at 3:30 PM, with the last day for receipt of information from prospective vendors on February 11, 2026, at 3:30 PM. No bidders' conference or site visit is mentioned in the document.

The estimated dollar amount for this single-source contract is $850,000.00. The justification for single-source procurement is that Agilent Technologies, Inc. is the sole manufacturer of the specified laboratory instruments and the only company authorized to provide preventative maintenance and service agreements and supplies for these proprietary instruments. The Department of Health determined that competition is unavailable due to the proprietary nature of the equipment. The internal tracking number is EXP2655, and the contract contact is Yasemin Sulker, Bureau of Public Health Laboratories, located at 4052 Bald Cypress Way, Tallahassee, FL 32399. The purchase was approved by Allegra Small, Purchasing Director.
