This description of commodities or contractual services intended for purchase from a single source is posted in accordance with Sections 120.57(3) and 287.057(3), Florida Statutes (F.S.), and will remain posted for a period of at least 15 business days.

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate): The Florida Department of Health (FDOH), has multiple CHDs that have a need to purchase a fully automated desktop microbiological testing water testing system that is US Environmental Protection Agency (EPA) approved, including supplies, service plan, training, and installation services. The system will be accredited by the Bureau of Public Health Laboratories to perform microbiological testing on potable and non-potable water. Section 381.006 Florida Statutes mandates that Environmental Health’s program consist of a drinking water function and support determinations by the State Health Officer of safe levels of contaminants in water.

In accordance with Chapter 60A1.045, F.A.C. The Florida Department of Health, (EPH), requests authorization to purchase a fully automated desktop microbiological water testing system, which included supplies, service plan, training, and installation services from Idexx, Inc.

Justification for single source acquisition (what is necessary and unique about the product, services or source; steps taken to confirm unavailability of competition, as appropriate):

• The IDEXX Tecta Automation Technology instrument (model# TECTA B16, 115V TECTAB16A) is the only compact, US EPA approved, microbiological water testing system capable of providing laboratory grade results on site that can meet the Department’s needs.

• IDEXX is the exclusive manufacturer and seller of the IDEXX Tecta Automation Technology instrument (B16), installation, training, and service plan including calibration.

Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the agency, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the agency shall provide notice of its intended decision to enter a single-source purchase contract in the manner specified in Rule 60A-1.045, Florida Administrative Code, and section 120.57(3), F.S.
