In accordance with Chapter 60A-1.045, Florida Administrative Code, the Department of Health Office of Information Technology, Bureau of Clinic Management and Informatics, requests authorization to purchase, as a single source, an enterprise subscription from UpToDate, Inc.

Justification for single source acquisition (what is necessary and unique about the product, services or source; steps taken to confirm unavailability of competition, as appropriate):
• UpToDate provides content that goes through a rigorous editorial process contributed by expert authors, editors, and peer reviewers from around the world. A few other products offer a similar treatment algorithm, but do not provide the additional clinical/expert opinions that fill in the gray areas of knowledge to provide further decision-making guidance to clinicians, including links to the evidence-based data sources, making this feature unique to this solution.
• There is no other resource that offers UpToDate’s breadth of content, synthesized information, and organized searchable format. UpToDate is a sole source provider of their enterprise subscription.

Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the agency, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the agency shall provide notice of its intended decision to enter a single-source purchase contract in the manner specified in Rule 60A-1.045, Florida Administrative Code, and section 120.57(3), F.S.
