About this file

This is a Description of Intended Single Source Purchase (PUR 7776) document from the Florida Department of Health (DOH), specifically the Bureau of Public Health Laboratories (BPHL). The document details a four-year contract for maintenance and technical support of state-owned laboratory instruments, including KingFisher Flex, ProFlex PCR, SEQstudio genetic analyzer, and 7500FAST DX analytical instruments. The solicitation was posted on 3/6/2025 with a response deadline of 3/27/2025, seeking maintenance services for critical biosurveillance molecular testing equipment used to monitor bacteria and virus evolution.

The total estimated contract value is $900,000, with Life Technologies/Thermo Fisher Scientific identified as the intended single-source vendor. The justification for sole-source procurement is based on the proprietary technology of the instruments, which requires service by factory-certified engineers specifically trained by the manufacturer. The FDA reportedly mandates that these specialized scientific instruments can only be serviced by manufacturer-certified technicians, effectively eliminating competitive bidding. The contract will support critical public health laboratory functions, enabling the monitoring of potential health threats to Florida's population through advanced molecular testing capabilities.
