About this file

This is a Description of Intended Single Source Purchase (Form PUR 7776) from the Florida Department of Health for hosting services for the Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE) and EpiCom systems. The Division of Disease Control and Health Protection Bureau of Epidemiology seeks to purchase hosting services from ISF, Inc. for a 3-year term. The services fall under UNSPSC codes 81112200 (Software maintenance and Support) and 81112210 (System management software maintenance). The posting date is February 27, 2025, with a last day for receipt of information of March 20, 2025.

The estimated dollar amount for this single-source purchase is $632,736.00. ISF, Inc. is identified as the sole provider of all hosting services, software, and maintenance for the ESSENCE and EpiCom systems, having created these database systems which are owned by the Department of Health, Bureau of Epidemiology. The justification for the single-source acquisition notes that FL-ESSENCE is a complex ecosystem of interconnected databases, servers, environments, documentation, and proprietary processes that ISF is uniquely qualified to maintain and support. ISF's technical staff has developed custom ingestion scripts and maintenance applications required for system operation. The purchase has been approved by Allegra Small, Purchasing Director.
