This description of commodities or contractual services intended for purchase from a single source is posted in accordance with Sections 120.57(3) and 287.057(3), Florida Statutes (F.S.), and will remain posted for a period of at least 15 business days.

The Department has a need to purchase two Multipurpose Sampler Robotic Pro smart series rails and MAESTRO software which will replace two existing older rails connected to the Gas Chromatograph (GC) analyzers that are no longer serviceable. The gas chromatographs are instruments used in chemical terrorism response testing for the Centers for Disease Control and Prevention (CDC), Laboratory Response Network-Chemical (LRN-C). The replacement multipurpose sampler robotic sampler rails must be compatible with existing gas chromatograph instruments used in the Jacksonville Chemical Threat Laboratory. The new sampler rails must include upgraded MAESTRO software that is integrated with the existing GC instrument software in order to maintain compatibility with existing instruments.

In accordance with 60A-1.045 Florida Administrative Code, the Department of Health's BPHL requests authorization to purchase, as a single source, two Multipurpose Sampler Robotic Pro Smart Series rails with MAESTRO software from GERSTEL, Inc.

Justification for single source acquisition (what is necessary and unique about the product, services or source; steps taken to confirm unavailability of competition, as appropriate):
• It is in the best interest of the state to purchase these instruments for quick turnaround results for the safety of the public and to maintain compatibility with existing gas chromatograph instruments and software.
• GERSTEL, Inc. is the sole equipment manufacturer and distributor of software upgrades, modification, and maintenance for the Department’s existing gas chromatograph instruments.

Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described.
