This description of commodities or contractual services intended for purchase from a single source is posted in accordance with Sections 120.57(3) and 287.057(3), Florida Statutes (F.S.), and will remain posted for a period of at least 15 business days.

The Department has a need to purchase a Cepheid GenXpert IV RT 4 module configuration system which is used for the detection of antimicrobial resistance in microorganisms and tuberculosis testing, which is required by F.S. 392.51. The needed system must be compatible with the Department’s equipment currently used for molecular testing to rapidly determine MTB complex by real-time Polymerase Chain Reaction (PCR).

We were instructed by Cepheid that we can only purchase the testing supplies and equipment through them. The supplies are purchased separately from the equipment. The equipment is a one time purchase.

In accordance with 60A-1.045 Florida Administrative Code, the Department of Health's BPHL requests authorization to purchase, as a single source, Cepheid GenXpert IV RT 4 module configuration system.

Justification for single source acquisition (what is necessary and unique about the product, services or source; steps taken to confirm unavailability of competition, as appropriate):
• This is the only instrument that is compatible with the Department’s existing Cepheid MTB/RIF Assay kits. It is in the best interest of the state to purchase these instruments for quick turnaround results for the safety of the public and to maintain continuity of service.
• Cepheid is the sole manufacturer and distributor of GeneXpert Technology including systems and assays globally.

Prospective vendors are requested to provide information regarding their ability to supply the commodities or contractual services described. If it is determined in writing by the agency, after reviewing any information received from prospective vendors, that the commodities or contractual services are available only from a single source, the agency shall provide notice of its intended decision to enter a single-source purchase contract in the manner specified in Rule 60A-1.045, Florida Administrative Code, and section 120.57(3), F.S.
